BACKGROUND:
The Belford Building, located at 260 South Main Street, is in a state of dilapidation with portions
having collapsed, and needs to be demolished, it has therefore been deemed a public safety hazard.
The City of Paris has an existing and valid demolition order, from the Buildings and Standards
Commission, against the Belford Building. All appeals of this order were exhausted. In addition,
the 6th District Court has applied a Judgement Lien for Civil Penalties, which are continuing to
accrue. Through communications with the owner, there have been no known plans by the owner
to act on this issue.
On September 26, 2022, the City Council approved a Professional Service Agreement with Jason
Hart Engineering, PLLC, to design the demolition of the Belford Building, to be followed by open
bidding to select a contractor to perform the work.
On January 9, 2023, the City Council approved Amendment #1 to this Agreement to include
asbestos related services.
On January 23, 2023, the City Council approved Amendments 92 and 43 to this Agreement to
include the South Main Acquisitions, LLC (SMA) building to the immediate north at 230 South
Main Street, as well as an agreement with SMA for the demolition of this building. A series of
discussions and negotiations were held between the City and SMA through August 2023, as a
result, both parties agreed upon allowing the City of Paris to purchase and plan for demolition of
the building from SMA. Per terms of the agreement between the City and SMA, the brick wall on
the north side of the property is to remain in place for historical purposes. The height of this wall
is approximately 8 feet.
On November 13, 2023, the City Council approved award of the bid to the Lloyd D. Nabors
Demolition, LLC, and work began on Friday, December 1, 2023.
As an add alternate to the project, Nabors Demolition, LLC gave a bid of $13,500.00 to save the
antique chains and stars which held up the awning in front of the Belford building, along South
Main. Staff recommends approval of the add alternate change order to preserve the historical stars
and chains for use at some point in the future.
STATUS OF ISSUE:
Lloyd D. Nabors Demolition, LLC base bid is $493,500.00, with an additional cost of $94,500.00
to retain the north wall per terms of the agreement with SMA, for a total of $588,000.00 for the
project. Lloyd D. Nabors Demolition, LLC included in their submittal the options for retention of
the north wall. With the add alternate change order of $13,500.00, the total cost of the project is
$601,500.00. It was staff's intention to present this to the City Council at the same time as awarding
the bid to Nabors Demolition, but it was missed and accidently left out.
Given Nabor's timeline was moved up significantly to this previous week, while we originally had
planned to present this change order to the city council prior to their demolition (tonight's council
meeting), the City Manager had to make a decision ahead of their work this past Wednesday,
December 6, 2023. He reached out and informed the City Council on Friday, December 1St, and
then authorized the work with the assumption that the City Council would approve the change
order after the fact. We work hard to try and prevent instances of this happening, however the
timing of the demolition and council meeting did not line up well in this instance. Therefore, the
City Manager is requesting that you authorize his decision, be it after the fact.
All original proposal/bid documents are available for review at the office of the City Clerk.
BUDGET:
The $601,500.00 is available from the American Rescue Plan Act (ARPA), including the amount
needed to cover the Change Order.
OPTIONS:
1. Authorize the City Manager to sign the add alternate change order with- Lloyd D. Nabors
Demolition, LLC for the removal and retention of the stars and chains from the awning on
South Main Street.
2. Request additional information and/or deny authorization to sign the add alternate change
order for the stars and chains. Should we deny the claim, negotiations with Nabors will
need to take place given the work has already been done by authorization of the City
Manager.
RECOMMENDATION:
Authorize the City Manager to sign the add alternate change order with Lloyd D. Nabors
Demolition, LLC for the removal and retention of the stars and chains from the awning on
South Main Street.

Due to our experience and conversations with engineers and brick masons, we do not feel that the
brick wall is likely to stand on its own even with the bracing called for in the drawings. We exclude
leaving the wall and the associated bracing due to liability and insurance restrictions. As an alternate
plan, we suggest that we salvage, clean, and palletize enough brick to rebuild a similar wall on a new
grade beam. We propose an 8" block wall filled with concrete and rebar re -using the existing antique
brick on both sides of the wall. We propose to do this for an additional $94,500.00 above our base bid
price.
