07 - 2023 State Homeland Security Program GrantItem No. 7 Memorandum TO: City Council Grayson Path, City Manager FROM: Randy Tuttle, Assistant Chief of Police SUBJECT: 2023 STATE HOMELAND SECURITY PROGRAM GRANT DATE: January 31, 2024 BACKGROUND: In 2023 the Texas Governor's Office announced grant funding through Ark - Tex Council of Governments was available from the State Homeland Security Program. STATUS OF ISSUE: The City of Paris Police Department submitted an application in the amount of $18,238.47 for a grant under this program to purchase water -cable barriers and was awarded the grant. These barriers are used to harden the perimeter around local events when streets are closed to traffic in order to provide greater protection to our citizens attending and participating in events. The barriers can also be deployed to protect critical infrastructure facilities from vehicular traffic if needed. A resolution of support from the governing body was required to be submitted with the application. The City of Paris was recently notified the resolution needed to be amended to include the following; A written assurance that, in the event of loss or misuse of grant funds, the governing body will return all funds to PSO. BUDGET: The grant completely funded this project so there is no impact to the current budget. RECOMMENDATION: Recommend council approve the amended resolution in support of this project. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS AMENDING RESOLUTION NO. 2023-032 SUPPORTING AN APPLICATION FOR A GRANT FROM THE 2023 STATE HOMELAND SECURITY PROGRAM AND • THE ARK-TEX COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF FUNDING THE ACQUISITION OF POLICE BARRICADES BY ADDING A PROVISION THAT IN THE EVENT OF LOSS OR MISUSE OF GRANT FUNDS, THE CITY WILL RETURN ALL SUCH FUNDS TO THE GOVERNOR'S PUBLIC SAFETY OFFICE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on July 24, 2023, the City Council approved Resolution No. 2023-032 in support of an application for a grant in the amount of $18,238.47 from the 2023 State Homeland Security Program and the Ark -Tex Council of Governments for the purpose of funding water -cable barriers to be used to harden the perimeter around local events when streets are closed to traffic to provide greater protection of our citizens; and WHEREAS, the Paris Police Department has submitted said application and the grant (Grant Number 4786101) has been awarded; and WHEREAS, as an additional requirement to receiving the grant funds, the granting agencies have instructed the city to amend Resolution No. 2023-032 to provide that, in the event of loss or misuse of grant funds, the governing body will return all funds to Governor's Public Safety Office; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved and incorporated by reference as if fully set forth herein for all purposes. Section 2. That the City Council of the City of Paris, Texas hereby amends Resolution No. 2023-032, a copy of which is attached hereto as Exhibit A and incorporated herein by reference, to provide that, in the event of loss or misuse of grant funds, the governing body will return all such funds to Governor's Public Safety Office, Section 3. Harris, City Attorney RESOLUTION NO. 2023-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS SUPPORTING AN APPLICATION FOR A GRANT FROM THE 2023 STATE HOMELAND SECURITY PROGRAM AND THE ARK- TEX COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF FUNDING THE ACQUISITION OF POLICE BARRICADES; AUTHORIZING THE CITY MANAGER AS GRANT OFFICIAL, THE FINANCE DIRECTOR AS FINANCIAL OFFICIAL, AND THE ASSISTANT CHIEF OF POLICE AS THE PROJECT MANAGER TO SIGN AND PREPARE DOCUMENTS NECESSARY FOR APPLICATION FOR AND ADMINISTRATION OF SAID GRANT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Office of the Governor has announced that grant funding has become available from the 2023 Homeland Security Program and the Ark - Tex Council of Governments; and WHEREAS, the Paris Police Department has submitted an application for a grant in the amount of $18,238.47 to purchase water -cable barriers to be used to harden the perimeter around local events when streets are closed to traffic to provide greater protection to our citizens; and WHEREAS, said grant, if awarded, will fully fund the purchase of the water -cable barriers without impacting the budget of the Department; and WHEREAS, the City Council of the City of Paris supports said grant application and designates the City Manager as the Authorized Official, the Finance Director as the Financial Official, and the Assistant Chief of Police as the Project Manager �o be the City's authorized officials with the power to apply for, accept, reject, alter, or terminate the grant on behalf of the Paris Police Department; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris, Texas is in support of the Paris Police Department's submission of an application for a grant from the 2023 State Homeland Security Program through the Ark -Tex Council of Governments (Grant Number 4786101). Section 3. That the City Council authorizes the City Manager as the Authorized Official, the Finance Director as the Financial Official, and the Assistant Chief of Police as the Project Manager to be the City's authorized officials, with the power to apply for, accept, reject, alter, or terminate the grant on behalf of the City agency.
