Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, February 26, 2024. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. One or all Council Members may be
attending remotely, but the feed will be available for live viewing at
htt�)s //l)atistexas s2ov/iiuhlic. The matters to be discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. United States Pledge of Allegiance & Texas Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of February 12, 2024.
6. Receive reports and/or minutes from the following boards and commissions:
a. Housing Authority of the City of Paris (10-25-2023, 11-14-2023, 12-19-2023, and 1-
16-2024)
b. Paris Public Library Advisory Board (8-16-2023, 9-20-2023, 10-18-2023, 11-15-
2023, & 1-10-2024)
c. Main Street Advisory Board (10-10-2023)
d. Paris -Lamar County Board of Health (2-21-2023, 4-17-2023, 7-17-2023, & 9-18-
2023)
e. Paris Visitors & Convention Council (10-16-2023)
f. Historic Preservation Commission (9-20-2023)
g. Tax Increment Reinvestment Zone "TIRZ" Board (1-22-2024)
h. Love Civic Center Board (3-16-2023, 7-13-2023, & 11-29-2023)

7. Approve a Resolution approving the Tax Increment Reinvestment Zone "TIRZ" Annual
Report.
8. Receive January monthly financial report.
9. Receive January drainage report.
10. Receive demolition and code enforcement activity reports.
11. Approve a Resolution authorizing a partial waiver of the Paris Housing Authority
("PHA") of the City's 2023 payment in lieu of Taxes ("Pilot"), in an amount of
$5,177.75.
12. Approve the Final Plat of the Kilian Addition, Block A, Lot 1, LCAD 117490, located in
the 2300 Block of N.E. Loop 286/Spur 139.
13. Approve the Final Plat of the Huhtamaki West Center Addition, Block A, Lot 1, LCAD
53591 and 53657, located at 800 W. Center.
14. Approve a Resolution approving the return of a portion of a $200,000.00 donation from
the Philip and Sally Cecil Foundation, Inc., in the amount of $166,790.00; and authorize
the City Manager to execute all necessary documents.
15. Approve the low bid of $430,970.42 from Core & Main, LP for material to be used in
three (3) water line looping projects; and authorize the City Manager to execute all
necessary documents.
Regular Agenda
16. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
code, Consultation with Attorney, to receive legal advice from the City Attorney about
(1) pending or contemplated litigation and/or (2) on matters in which the duty of an
attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflict with this chapter, to -wit: City of Paris v. Essent
PRMC. (A Motion to remove this item from the table is required before deliberating).
17. Reconvene into open session and possibly take action on those matters discussed in
executive session.
18. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of
Faviola C. Dimas for a zoning change from a One -Family Dwelling District No. 2 (SF -2)
to a One -Family Dwelling District No. 3 (SF -3) in the Westview Addition, Block A, Lots
7R and 8R, (LCAD 20605 and 130518), located at 1824-1834 W. Houston.
19. Discuss, provide direction to City Staff, and act on a Resolution regarding an application
for disannexation of property located at 660/680 CR 32900, Paris, Texas, filed by
Brandon and Kara Bond.
20. Receive a presentation about a short-term rental program in the City of Paris.
21. Discuss and act on an Ordinance Amending Chapter 4, "Building Regulations," Article
4.02, "Construction Codes and Standards," Division 5, "Plumbing Code" to add Section
4.02.124, "Cross -Connection Control Program.
22. Discuss and possibly act on a Resolution adding Juneteenth and Veteran's Day to the
City of Paris Holiday Schedule.
23. Discuss and act on an Ordinance Declaring Unopposed Candidates in the City Council
Districts 1, 3 and 6 for the May 4, 2024 General Election be Elected to Office and
Determining that no General Election be held in Districts 1, 3 and 6.
24. Convene into executive session pursuant to Section 551.087 of the Texas Government
Code, (1) to discuss or deliberate regarding commercial or financial information that the
governmental body has received from a business prospect that the governmental body
seeks to have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development negotiations; or
(2) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows: Project Lightning.
25. Reconvene into open session and possibly take action on those matters discussed in
executive session.
26. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
27. Adjournment.
