BACKGROUND:
Looping water lines is a means to accomplish the elimination of dead-end mains. This is a priority
in water distribution systems, for the primary purpose of enhancing water quality, as deterioration
of quality due to stagnation in looped systems is less likely to occur. In addition, looping water
lines benefits fire protection through improved flow and minimizes water loss by reduction of
dead-end main flushing schedules.
As part of the FY22/23 Budget, the City Council authorized a large looping project in west Paris
at and near our Gene Stallings Business Park to loop existing residential and industrial clients who
were on single lines as well as making our Gene Stallings Business Park site ready for economic
development expansion. This project has commonly been known as the Water Line Extension and
Redundancy Project in previous reports by the City Manager and was paid for by ARPA funds.
Most of that work has been completed, by our City CIP crew, however a portion of this was
postponed and materials transitioned to assist the PEDC and Lionshead with the pursuit of the
EDC Grant and providing a loop in the Northwest Industrial Park, servicing the Lionshead project
(currently under construction). Therefore, there is a need to continue our original project in the
Gene Stallings Business Park.
Having started the Water Line Extension and Redundancy Project, this gave city staff an
opportunity to examine other parts of our water system, looking for opportunities to extend and/or
improve our service. Staff identified three (3) water line looping projects for consideration and
presented these to City Council on December 11, 2023.
1. Pine Mill road, from west of 42nd Street NE to east of NE Loop 286
2. SE Loop 286, from east of 6`" Street SE to west of South Collegiate
3. Gene Stallings Industrial Park, from west of 1911' Street SW to west of SW Loop 286
These projects were estimated to cost $507,936.96, based upon cost of the materials needed for
completion. City Council unanimously approved these three (3) water line looping projects at the
December 11, 2023 meeting.
STATUS OF ISSUE:
Staff coordinated with Charles Edwards, Resource Management & Consulting Co., our third party
administrator for American Rescue Plan Act (ARPA) funding, for advertisement of bids to obtain
actual material costs. Bids were received, and opened, on Friday, February 16, 2024, at 2:00 PM.
Three (3) vendors submitted bids, Feguson Waterworks, Inc. - $433,976.57; Apsco Supply -
$433,332.99; and Core & Main, LP - $430,970.42. The low bid of $430,970.42 from Core & Main
LP is $76,966.54 less than the original estimated costs of $507,936.96. Funding of the material
will be made with ARPA funds and the $250,000.00 reimbursement received from the Lionshead
Project. The City CIP Department will perform the vast majority of this work, saving the city a
tremendous amount in contractor labor, thus making these projects possible.
BUDGET:
The three (3) water line looping projects material costs are $430,970.42, to be funded by the
$250,000.00 Lionshead Project reimbursement and ARPA funds. These projects were not included
in the FY23/24 Budget, however we have available ARPA funds, plus the reimbursement from
Lionshead, to cover the costs.
OPTIONS:
1. Approve the low bid of $430,970.42 from Core & Main, LP for material to be used in three
(3) water line looping projects.
2. Request additional information and/or deny the low bid of $430,970.42 from Core & Main,
LP for material to be used in three (3) water line looping projects.
RECOMMENDATION:
