00 - AgendaCITY COUNcm AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, March 25, 2024. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. One or all Council Members may be attending remotely, but the feed will be available for live viewing at a `u g yai 1,,)1Jk�% The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. United States Pledge of Allegiance & Texas Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with speck factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meetings of March 6, 2024, March 11, 2024, and March 18, 2024. 6. Receive reports and/or minutes from the following boards and commissions: a. Historic Preservation Commission (2-26-2024) b. Main Street Advisory Board (2-13-2024) c. Paris Economic Development Corporation (2-20-2024 & 3-6-2024) d. Tax Increment Reinvestment Zone (2-8-2024) e. Building & Standards Commission (2-19-2024) f. Paris Public Library Advisory Board (2-21-2024) 7. Receive February monthly financial report. 8. Receive February drainage report. 9. Receive demolition and code enforcement activity reports. 10. Accept bids and award bids for the purchase of roadway materials to the lowest responsible bidder(s) for the twelve-month period beginning April 1, 2024; and authorize the City Manager to execute all necessary documents. 11. Approve the Final Plat of the Forestbrook Estates Subdivision, Block A Lots 1-15; Block C Lots 1-14; Block D Lots 1-28; Block E Lots 1-10; Block F Lots 1-10; Block G Lots 1- 10; LCAD 22769, located in the 3300 Block of Jefferson Road. Regular Agenda 12. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Riley Dewitt on behalf of Jason and Whitney Boehlar for a Specific Use Permit — Tattoo Studio in the Central Area District (CA), City of Paris, Block 11, Lot 7, LCAD 13685, located at 130 N. Main Street. 13. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of Deborah Jackson on behalf of MLMC TX Investments LLC for a Specific Use Permit — Child Care Center in a Multi -Family Dwelling District No. 2 (MF -2), City of Paris, Block 220-A, Lot 9A & 6, LCAD 22040, located at 1905 E. Price Street. 14. Discuss and consider an Ordinance approving the issuance and sale of "City of Paris, Texas, Combination Tax and Surplus Revenue Certificates of Obligation, Series 2024" and approving various documents related to such certificates of obligation. 15. Discuss and consider authorization for the Building Department to issue an RFP for third party administrator services to pursue grant funding for BCEGS rating improvement. 16. Receive a presentation on the status of the Paris Development Code (PDC). 17. Discuss and consider changing the April 8, 2024 City Council meeting to April 9, 2024. 18. Discuss and act on a Resolution approving a Residential Tax Abatement Agreement with Gary Cook/Adam Bolton, PW Investments, LLC, as part of the 5 in 5 Housing Infill Redevelopment Program, for City of Paris Block 199, Lot S of 2, located at 1610 Bonham Street, pursuant to the Texas Government Code Chapter 2303 and Texas Tax Code Section 312.2011. 19. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 20. Adjournment.
