SUBJECT: Design Engineering Firm Selection - 1st Street SE Revitalization Project
Texas Community Development Block Grant 2024
Downtown Revitalization / Main Street Program project.

The City of Paris was awarded a Texas Community Development Block Grant in the 2023
Downtown Revitalization/Main Street Program in January of 2024. This $500,000 grant will be
used for the reconstruction of 1St Street SE from Lamar Avenue to Clarksville Street. As part of
our ongoing efforts to make the downtown a destination location for tourism and activities, the
City, along with downtown residents and business owners, have made it a priority to pursue grant
funding to convert this stretch of road from a standard street to a walkable site, allowing it to be
closed to traffic when appropriate to hold community events. In order to design this specialty brick
paver roadway, we will be hiring a consultant engineer who specializes in this type of community -
oriented design.
The City Engineer advertised for Request for Qualifications from engineering firms all over Texas
in the Paris News on February 6, 2024, for Engineering Firms to send Qualifications by February
19, 2024. The City received responses from five qualified firms by the deadline. The firms
submitting qualifications were as follows:
MTG Engineers of Greenville, Tx.
WSB Engineers (formerly EST) of Paris, Tx.
Walker & Associates of Paris, Tx.
Trimad Consultants, LLC of Pharr, Tx.
Engineering Design Solutions, LLC of Canton, Tx.
STATUS OF ISSUE:
An evaluation committee of Mayor Reginald Hughes, Mayor Pro Tem Mihir Pankaj, City Engineer
Todd Mittge, and Engineering Technician Steve Hodges performed evaluations on each of the 5
firms. Scoring was based on the following:
After all of the scoring was tallied, MTG Engineers of Greenville, Texas was selected with an
average total score of 98.25. Detailed scoring information is available to the City Council upon
request. Also attached is the resolution authorizing the selection of MTG Engineers. Should the
City Council approve this resolution, City Staff will then begin contract negotiations, including
obtaining reasonable fees for their service to be brought back to the City Council for approval. For
engineering agreements, they are not awarded based on lowest bid, but rather on most qualified.
BUDGET:
The City was awarded $500,000 in the Texas Community Development Block Grant. The design
engineering for this project will come from a combination of city funds and CDBG funds.
OPTIONS:
1. Approve a resolution authorizing the selection of MTG Engineers for the street and utility
design of 1" Street SE between Lamar Avenue and Clarksville Street and authorize City
Staff to enter contract and pricing negotiations with MTG Engineers, to be brought back to
the City Council for approval.
2. Request more information regarding the other four firms, including our review teams' score
cards for review and discussion.
RECOMMENDATION:
Approve a resolution authorizing the selection of MTG Engineers for the street and utility

RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AUTHORIZING THE AWARD OF PROFESSIONAL SERVICE PROVIDER(S)
CONTRACTS FOR THE 2023 DRP/MS PROGRAM FROM THE TEXAS
COMMUNITY DEVELOPMENT BLOCK GRANT (TxCDBG) FUND; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the 2023 DRP/MS Program from the TxCDBG Community Development
Fund contract requires implementation by professionals experienced in federally -funded
community development projects; and
WHEREAS, in order to identify qualified and responsive providers for these services
a Request for Qualifications (RFQ) process for engineering/architectural/surveying
services and has been completed in accordance with Texas CDBG requirements; and
WHEREAS, the statement of qualifications received by the due date have been
reviewed to determine the most qualified and responsive providers for each professional
service.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. That MTG Engineers from Greenville, Texas be awarded a contract to
provide TxCDBG application and project -related professional
engineering/architectural/surveying services for the 2023 DRP/MS PROGRAM from the
Texas Community Development Fund project.
Section 2. That any and all contracts or commitments made with the above-named
services providers are dependent on the successful negotiation of a contract with the
service provider.
