04/15/2024 MinutesMINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS APRIL 15, 2024 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, April 15, 2024, at the City of Paris Council Chambers, 107 E. Kaufinan St., Paris, TX 75460. Present: Absent: Board Members Reeves Hayter Ken Kohls Brandon Kearney Kim Walker City Representatives: Robert Talley — Code Enforcement Jacie Sparks — Community Development Secretary Robert Vine — Deputy City Manager Stephanie Harris — City Attorney Cade Oats- Assistant Fire Marshal Board Members: Call meeting to order. Clyde Crews — Fire Marshal @ 3:07 p.m. Chris Fitzgerald Mike Folmar Richard Thompson Reeves Hayter, Chairman, called the meeting to order at 3:01 p.m. 2. Approve minutes from the meeting of March 18, 2024. Motion made by Kim Walker, seconded by Ken Kohls, to approve minutes. Motion carried unanimously. 4-0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX: Building and Standards Meeting March 18, 2024 Page 2 A. 222 & 224 SE 5th; Finn Place Block B, Lot 7-A Owner: Leann Binnion Watson; PO Box 14, Pattonville, TX 75468 Robert Talley stated the owner was in agreement that the structure should be demolished. The structure has holes in the roof, foundation damage, missing and deteriorated wood, and junk and rubbish throughout the inside of structure. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Ken Kohls, seconded by Brandon Kearney, to follow staff recommendation. Motion carried unanimously. 4-0 B. 907 Grove; Fitzhugh Block 1, Lot 12A-13 Owner: Patricia Young; 1101 Laurel Leaf Dr., Pflugerville, TX 78660 Robert Talley stated the shed on the property is staring to collapse. There are holes in roof and the structure is buckling. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or city has right to do so. Motion made by Brandon Kearney, seconded by Kim Walker, to follow staff recommendation. Motion carried unanimously. 4-0 C. 925 Grove; Fitzhugh Block 1, Lot Pt 12 & 13 Owner: Marcus & Latoya Williams; 1175 30' NE, Paris, TX 75460 Robert Talley stated the roof on the main structure is unsecure and is starting to buckle and sag. There is missing and deteriorated wood, deteriorating roof covering, missing siding and the structure is sinking due to foundation damage. There is also a shed on the property that is missing the majority of the roof and is unsecure as well. Robert Talley's recommendation: Declare a nuisance, demo house and shed within 30 days, or city has right to do so. Motion made by Ken Kohls, seconded by Kim Walker, to follow staff recommendation. Motion carried unanimously. 4-0 D. 948 Grove SE 5th; City Block, 160, Lot 12-A Owner: Joe Lynn Crawford; 3379 CR 1033, Greenville, TX 75401 Robert Talley stated that there is a camper on the property. It is unsecure and a tree has fallen on the roof damaging it. There is also scatter litter and debris surrounding the camper. There has been no contact with the property owner. Motion made by Reeves Hayter, seconded by Ken Kohls, to follow staff recommendation. Motion carried unanimously. 4-0 E. 2667 Graham; Sperry's Yd Block 2, Lot N PT 15 Owner: Marty Joe & Vickie Young; 520 S Bois'd Ace, Blossom, TX 75416 Robert Talley reported that there has been no contact with the property owner. The structure is unsecure. The porch is detaching from the main structure. There is severe water damage to the ceiling which has fallen in some spots on the interior. There are tires and a trailer/truck bed on the property filled with junk and rubbish. Robert Talley's recommendation: Declare a nuisance, demo within 30 days, removal of junk and rubbish within 30 days, or city has right to do so. Motion made by Kim Walker, seconded by Brandon Kearney, to follow staff recommendation. Motion carried unanimously. 4-0 F. 885 NW 27', Sperry's I" Block 1, Lot 1 & N'/2 of 4 Owner: Lili Vilcatoma; 7633 Bearden Lane, Dallas, TX 75227 Robert Talley stated that there has been no contact with the property owner. There is junk and rubbish on entire property. The structure is sinking due to foundation damage. There is severe water damage on the interior. There is a collapsed shed in the back yard and another shed on the back of the property past the fence. Robert Talley's recommendation: Declare a nuisance, demo house, collapsed shed, and secondary shed within 30 days, removal of junk and rubbish within 30 days, or city has right to do so. Robert TaHey's recommendation: Declare a nuisance, demo barn within 30 days, or city has right to do so,. Motion made by Brandon Kearney, seconded by Ken KohIs, to follow staff recommendation. Motion carried unanimously. 4- 0 H. 123 E Price; City Block 391, Lot PT LT 3 Owner: Doris Thorsen,,,, 1401 S 13 t' Ave, Apt. 5, Phoenix, AZ 85007 Robert Talley stated the structure had previous orders. The structure is unsecure and has fire damage. Robert TaRey9s recommendation: Declare a nuisance,, demo within 30 days, or city has right to do so. Motion made by Reeves Hayter, seconded by Kim Walker, to follow staff recommendation,, Motion carried unanimously. 4-0 I. 1221 W Cherry; City Block 49, Lot 15 Owner: Haskell Hicks; 1221 W Cherry, Paris, TX 75460 Robert Talley stated the structure is unsecure as well as foundation and fire damage. Junk and rubbish cover most of the property. There is also a camper on the East side of the structure. Robert TaHey's recommendation: Declare a nuisance, demo within 30 days, remove jurdk and rubbish and camper within 30 days, or city has right to do so.
