The Housing Authority of the City of Paris, Texas, Board of Commissioners met for a REGULAR
BOARD MEETING at 12:00 p.m. on Tuesday, April 16, 2024, at the Housing Authority of the City of
Paris!, Texas, 650 7th S.W. IIIIIIIIIIIIIIIP Conference Room'. Paris, Texas 75460.
Present: Board Members:
Jenny Wilson, Chairman
Steve Smith
Beverly Johnson

Pam Adams, Patricia Pridemore, Veronica Butler, Kim Snow, Althea Heiden, Irvin Hickson,
Brandy Osbourn, exec director Elizabeth Brooks; resident Sharon Barr; former board
member Gary Savage
Absent: T.K. Haynes

2. Quorum and members verified by Jenny Wilson, Vice Chairman.
3. Citizen's Forum: PHA staff member Kim Snow spoke i*n support of ED Brooks, as did Althea
Heiden, Veronica Butler, Brandy Osbourn, resident Sharon Barr; Gary Savage also spoke in
criticism of anticipated actions of the board as well as the city. Pam Adams spoke in support of
ED Brooks & the staff.
4. Motion was made by Steve Smith to move agenda item #10 up to this point in the meeting,
seconded by Beverly Johnson; 4 ayes 0 nays.
Convene into executive session pursuant to Section 551.087 of the Texas Government
Code, (a)(1) to deliberate the anpointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee
5. Public/open meeting portion of the meeting ceased at 12:4 1. The board entered the closed
executive session which lasted until 1 :22 p.m.
6. Upon the close of executive session and reconvening of the open meeting at 1:24 p.m., Beverly
Johnson made a motion to take action from the closed executive session, seconded by Derek Hill.
The motion made included termination of Elizabeth Brooks as executive director. 4 ayes 0 nays.

7. A motion was made to postpone all other agenda items by Derek Hill, seconded by Beverly
Johnson. 4 ayes 0 nays.
8. Motion to adjourn was made by Beverly Johnson, seconded by Steve Smith. 4 ayes 0 nays.
