05/14/2024 MinutesMINUTES OF THE HOUSING AUTHORITY OF THE CITY OF PARIS, TEXAS BOARD OF COMMISSIONERS REGULAR MEETING MAY 14, 2024 The Housing Authority of the City of Paris, Texas, Board of Commissioners met for its REGULAR BOARD MEETING at 9:00 a.m. on Tuesday, May 14, 2024, at the Housing Authority of the City of Paris, Texas, 650 7th S.W. - Office, Conference Room, Paris, Texas 75460. Present: Board Members0 : Jenny Wilson, Vice Chairman Steve Smith Beverly Johnson Derrick Hill City Representative: None Housing Authority: Pam Adams Patricia Pridemore Interim Executive Director: Allan Hubbard Absent: T.K. Haynes 1. Call meeting to Order, Jenny Wilson, Vice Chairman of the Board of Commissioners'. at 9:00 a.m. 2. Quorum and members verified by Jenny Wilson, Vice Chairman. 3. Citizen's Forum: None present to speak. 4. Approval of Minutes from the May 14, 2024 Regular Meeting. A Motion to approve this item was made by Board Member Steve Smith and seconded by Board Member Derrick Hill. Motion carried, 4 ayes - 0 nays. 1 5. Unfinished Business: Playground Equipment Nothing to report at this time. A possibility of applying to the RAM Foundation to secure funds for new playground equipment (BTW, GWH and Jackson Court). Playgrounds would be open to residents as well as the Community. 6. Interim Director's Report: Occupancy Report - Vacancies and Waiting Lists: See attached breakdown. BTW, GWE and Price Circle are experiencing units that are ABANDONED. Current eviction at Price Circle for unpaid rent. Court date, May 23, 2024. F inancial Report and Information on a Certificate of Deposit: Accountant has NO REPORT. Pam Adams'. Finance Manager pulled April information from the system. One of the CD's ($200,000) at Liberty National Bank was cashed in to get funds into the operating general account. The system used by HUD to keep track of the financial portion of public housing is LINDSEY. PHA uses the system but not to capacity. Pam Adams, Finance Manager, has been approved to receive traDning on the system. The Executive Director and Finance Manager will have the credentials and ability to do Drawdowns once I -IUD approves. Possible Action on Appointing a Trustee to the Lincoln Retirement Program as an Approved Signer: The present Signer is former Executive Director, Elizabeth Brooks. Suggested new Executive Director be added once hired. Need board/trustee signer as well as Pam Adams, Finance Manager. Motion to add board member Steve Smith as signer was made by Jenny Wilson, second by Beverly Johnson. Motion carried 4 ayes 0 nays.. Update on Safety/Security Analysis and Plans for Booker T. Washington Homes: Issue: Problem tenants and vtors.isiInterim Executive Director Hubbard has spoken to Chief Salter and Byron Gulley at HUD regarding the issue and visited the property. Memorial Day weekend hire two (2) off duty Police officers ($60.00/hr.) to patrol at least four (4) hours - Friday, and/or Saturday /Sunday. This should help deter unlawful gatherings with the added and spontaneous patrolling the area. Shon Liles will get cameras updated and ascertain what needs to happen that Paris Police Department has access to the PHA cameras. Several items from prior meeting were revisited: towing cars, parking stickers affixed to residents' cars, parking permits. 0 Update on Celebration Paris Project, Possible Action on Hiring Attorney: The Project needs to be funded by August 2024. PHA needs to hire an attorney to negotiate,, review documents,, possibly set up LLC/Nonprofit on behalf of PHA. Cynthia Bast of Austin firm has been suggested by the Developers as a possible attorney. Interim Executive Director Hubbard has a call with Ms. Bast, May 29, 2024 at 2:30 p.m. to discuss the Project. A Motion giving Interim Executive Director Hubbard the authority to hire Cynthia Bast as the PHA attorney for the Celebration Paris Project was made by Board Member Steve Smith and seconded by Board Members Beverly Johnson. Motion carried, 4 ayes - 0 nays. 2 Status and Possible Outcome of a Recent Financial Audit: Reviewed with Lori Cannon, CPA, correction made but report not submitted prior to deadline. Several factors went into this occurrence: (termination of Executive Director, credentials for Interim Executive Director not received in a timely manner). Past PHA level of performance " high" and may possibly be lowered to "substandard" due to grade of 0/zero on this audit due to deadline passing. Levels of Performance: HIGH, SUBSTANDARD and TROUBLED. HUD field office advises that a perfectly good explanation can be given for the deadline being missed which may help PHA not have performance level lowered. Also: accountant Sabrina Puliam with Urlaub Accounting (PHA's primary accountant) advises PHA has not been collecting rent as needed. • RESOLUTIONS: 2023-021 2024-2025 BUDGET A Motion was made by Board Member Steve Smith and seconded by Board Member Beverly Johnson to accept the 2024-2025 Budget as presented by Interim Director Hubbard. Motion carried 4 ayes - 0 nays. • EXECUTIVE SESSION: Jenny Wilson, Vice Chairman, closed the Open Session at 10:00 a M. The Board of Commissioners convened in Executive Session, pursuant to Section 551.074 of the Texas Government Code to discuss personnel matters. The Board of Commissioners reconvened in Open Session at 1 1: 02 a.m. Jenny Wilson, Vice Chairman, stated NO ACTION taken during Executive Session. • There being no further business, a Motion to adjourn was made by Board Member Steve Smith and seconded by Board Member Derrick Hill.
