OF THE CITY OF PARIS, TEXAS
May 13, 2024
The City Council and Paris Economic Development Corporation of the City of Paris met
for a special session at 4:30 p.m. on Monday, May 13, 2024, at the Depot Community Room, 1125
Bonham, Paris, Texas.
Present: Mayor: Reginald B. Hughes
Mayor Pro -Tem: Mihir Pankaj
Council Members: Shatara Moore, Gary Savage, Clayton Pilgrim and
Rudy Kessel
City Staff: Grayson Path, City Manager and Janice Ellis, City
Clerk
Absent: Council Member: Rebecca Norment
PEDC Board: Josh Bray, Chase Coleman, Erik Roddy,
Stephen Terrell, A.J. Hashmi, and Mark Homer
Absent: PEDC Board: Curtis Fendley
PEDC Staff: Maureen Hammond, Executive Director

1. Call meeting to order.
Mayor Hughes and Board Chairman Bray called the meeting to order at 4:30 p.m.
2. Citizens' Forum.
No one spoke during citizens' forum.
3. Convene into executive session pursuant to Section 551.087 of the Texas Government
Code, (1) to discuss or deliberate regarding commercial or financial information that the
governmental body has received from a business prospect that the governmental body
seeks to have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development negotiations; or
(2) to deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows: Project Blue Fire.

Chairman Bray convened the PEDC Board into executive session at 4:33 p.m. and Mayor
Hughes convened City Council into executive session at 4:33 p.m.
4. Reconvene into open session and possibly take action on those matters discussed in
executive session.
Chairman Bray reconvened the PEDC Board into open session at 5:05 p.m. A Motion to
approve the incentive package discussed in executive session and authorize Ms. Hammond to
make an offer to Project Blue Fire was made by Board Member Homer and seconded by Board
Member Terrell. Motion carried, 6 ayes — 0 nays.
Mayor Hughes reconvened City Council into open session at 5:05 p.m. A Motion to
approve the incentive package discussed in executive session and authorize Ms. Hammond to
make an offer to Project Blue Fire was made by Mayor Pro -Tem Pankaj and seconded by Council
Member Kessel. Motion carried, 6 ayes — 0 nays.
5. Adjournment.
There being no further business, Mayor Hughes adjourned the City Council at 5:05 p.m.
