SUBJECT: APPOINTMENTS TO THE BOARD OF ADJUSTMENT
DATE: July 8, 2024
BACKGROUND: The Board of Adjustment is created by State Law and codified under Section
16-100 of the City Zoning Ordinance. This Section states in part: "there is hereby created a
Board of Adjustment consisting of five (5) members, each to be appointed by resolution of the
City Council for a term of two years." The City Council may appoint two alternate members of
the Board of Adjustment who shall serve in the absence of one or more of the regular members
when requested to do so by the Mayor or City Manager.
STATUS OF ISSUE: Currently the terms of the three of the regular board members (Carlton
Cooper, Lydia Fitzgerald, & David Hamilton) expired June 30. In addition, Alix Putnam vacated
her term, because she was elected to City Council. This leaves four vacant regular positions and
one alternate position that has been vacated since 2023. We have received applications from the
following persons: Harley Draven, Stacy Ladell, David Hamilton, Larry Walker, Richard
Thompson, William Sanders and A.W. "Plug" Clem.
Larry Walker is currently serving in an alternate position so if he is appointed to a regular
position, we will need two alternates appointed to the Board.
BUDGET: N/A
RECOMMENDATION: Approve a Resolution appointing/re-appointing four regular board
members and one alternate board members.
