SUBJECT: APPOINTMENTS TO BOARDS & COMMISSIONS
DATE: July 22, 2024
BACKGROUND: Policies and Procedures for Boards & Commissions adopted by City Council
require that appointments be made at the second regular City Council meeting in June. City
Council deferred the appointments to their first meeting in July, allowing a Council Member for
District 2 to be seated.
At the July 8, 2024 meeting, City Council made appointments to the various Boards and
Commissions.
STATUS OF ISSUE: There were not enough applicants to fill all of the positions on various
Boards and Commissions so staff was instructed to re -advertise. Staff began advertising on July
9, 2024 with a deadline to receive applications no later than 9:00 a.m. on July 17, 2024. The
following is a list of vacancies, along with a list of applicants:
Band Commission one vacancy): Applicants are Byron Myrick & Linda Vandiver
Building & Standards Commission two vacancies`.: Applicants are Sequoia Bruce,
Christopher Dux, Roxann Hadley, Stacy Ladell, Alexander Moore, and Jeremy Wilson
Historic Preservation Commission isix vacancies two of which are alternates with one
alternate being an unexpired term): Applicants are Angie Briscoe, Matthew Coyle,
Christopher Dux, Glee Emmite, Roxann Hadley, Linda Su Knox, and Kesley Turk
Housing Authority appointments are to be made by the Ma or four vacancies
Applicants are: Gloria Day, Derrick Hill, Allan Hubbard, Stacy Ladell, Dontrail Mathis, Joseph
Nelms, Renae Stone, and Jenny Wilson
Main Street Advisor Board one vacanca which is an unexpired term Applicants are
Sequoia Bruce, Roxann Hadley, Millicent Kee, Kevin Moore, and Jeremy Wilson
Plannin & Zoning Commission no vacancies At the July 8 City Council meeting, City
Clerk Janice Ellis inadvertently stated that the two individuals receiving the highest number of
points was Stacy Ladell and Larry Walker. However, those receiving the highest number of
points was Adam Bolton and Larry Walker. While reviewing appointments the following day,
staff realized this mistake and immediately notified City Council, as well as Mr. Ladell and Mr.
Bolton.
Staff is requesting that City Council rescind the vote appointing Stacy Ladell to the Planning and
Zoning Commission and approve the appointment of Adam Bolton.
Tax Increment Reinvestment Zone one or three vacancies — de aendin g on if the number of
board members is increased — Note: Rob Vine resigned from TIRZ on July 16, 2024 (see
attachment) so his unexpired term will need to be filled. Mr. Vine's term expires 2025. If
Council increases the board by an additional two members, those terms will expire June 30,
2026. This will allow for staggering terms of board members.
Applicants for TIRZ are: Dillon Cecil, Matthew Coyle, Josh Craig, Christopher Dux, Miles
Mathieu, and Pam Norwood
Traffic Commission 'four vacancies Applicants are Roxann Hadley and Jermy Wilson.
At the July 8 City Council meeting, A.W. "Plug" Clem was appointed to this board and the
Board of Adjustment. Staff asks that City Council rescind the appointment of A.W. "Plug" Clem
to this Board.
BUDGET: N/A
RECOMMENDATION: Appoint members to the fill board and commission vacancies.

TIRZ Vice Chair
SUBJECT: Resignation from TIRZ Board
DATE: July 16, 2024
With my recent appointment as Interim City Manager for the City of Paris, I believe it is no longer
appropriate to hold a position on the board and I find it necessary to resign my position as Vice
Chair and active board member of the TIRZ Board.
While I will no longer be an active member, I look forward to being a resource for and working
with the Board for the success of the City of Paris.
