A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
APPOINTING MICKEY ELLIS TO FILL THE CITY COUNCIL VACANCY IN
DISTRICT TWO AND TO SERVE AS COUNCIL PERSON FOR DISTRICT TWO
UNTIL COUNCIL MEMBERS ARE SEATED AFTER THE MAY 2025
ELECTION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, on May 4, 2024, Council Member Reginald B. Hughes was re-elected to
represent the Council Seat in District 2; and,
WHEREAS, on May 20, 2024, Mr. Hughes resigned from City Council District Two,
leaving a vacant seat.
WHEREAS, Mr. Hughes' term was due to expire in May of 2026; and
WHEREAS, there Mr. Hughes' resignation created a vacancy on the membership of
the City Council of the City of Paris in District No. 2; and,
WHEREAS, the Home Rule Charter of the City of Paris, Texas provides, in Section 20
thereof, that a vacancy in the Council shall be filled by a majority vote of the remaining
members of the Council by the selection of a person possessing the qualifications required
by said Charter and by state law; and
WHEREAS, 5 (five) candidate(s) applied for the appointment to the Council Seat for
District 2; and
WHEREAS, after considering the qualifications of the candidate, on July 2, 2024, the
City Council found it to be in the best interest of the people of District 2 and of the city as a
whole to appoint Mickey Ellis to serve out the District 2 seat's unexpired term ending in May
of 2026; and
WHEREAS, by this Resolution, the City Council approves said appointment;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the appointment of Mickey Ellis as Council Member for District 2,
and as such is a member of the City Council of the City of Paris to serve until Council Members
are seated in May of 2026, is hereby approved.
Section 3. This resolution shall be effective immediately upon passage.
