Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, August 12, 2024. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. One or all Council Members may be
attending remotely, but the feed will be available for live viewing at
httls//garistexg .o v/l:ublic. The matters to be discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. United States Pledge of Allegiance & Texas Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City, Council Members, or employees, as well as individual
personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from
the Consent Agenda and considered as a separate item.
Approve minutes from the meetings of July 11, 2024, July 22, 2024, July 29, 2024, and
August 5, 2024.
6. Receive reports and/or minutes from the following boards and commissions:
a. Love Civic Center Board (5-9-2024)
b. Housing Authority (5-31-2024)
c. Planning & Zoning Commission (7-15-2024)
7. Receive June & July demolition and code enforcement activity reports.
8. Receive June drainage report.
9. Receive the May monthly financial report.
10. Receive the 2024 tax appraisal roll from the Lamar County Appraisal District.
11. Receive PEDC's approved Budgets for FY 2024-2025.
12. Receive PEDC's approved Plan of Work for FY 2023-2025.
13. Confirm Professional Services Agreement approved on August 5, 2024, with Baker Tilly
in the amount of $28,600.00 (city manager recruitment & community survey), regarding
services related to a City Manager search.
14. Receive 2024 Tax Rate Calculations as required by the Texas Property Tax Reform and
Transparency Act of 2019 (SB2).
Regular Agenda
15. Conduct the second public hearing on a request for disannexation for property located on
or around CR 22500, south and west of the Kimberly-Clark plant (LCAD parcels 71112,
71113, 70422, and 70423) within the City limits of the City of Paris.
16. Discuss and act on a Resolution of the City of Paris, Texas, accepting for filing a Petition
for Establishment of the Forestbrook Public Improvement District No. l; Calling a public
hearing on the advisability of the creation of said district; authorizing the issuance of notice
by the City Clerk regarding the public hearing; and approving a Professional Services
Reimbursement Agreement.
17. Convene into executive session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about (1)
pending or contemplated litigation and/or (2) on matters in which the duty of an attorney
to her client under the Texas Disciplinary Rules of Professional Conduct of the State Bar
of Texas clearly conflict with this chapter.
18. Reconvene into open session and possibly take action on those matters discussed in
executive session.
19. Receive presentation from the Interim City Manager and Finance Director, discuss and
provide direction on the FY2024-2025 Budget for the City of Paris.
20. Discuss and act on a Resolution donating certain property adjacent to the Boys and Girls
Club of the Red River Valley, a non-profit corporation, to said Club for a public use as
authorized by Tex. Loc. Gov. Code Sec. 253.011 and in accordance with the terms thereof,
and authorize the Mayor to execute a Deed Without Warranty subject to a certain lease
between the City and Red River Valley Fair Association to effectuate said donation.
21. Discuss and act on three appointments to the Traffic Commission and one appointment to
the Historic Preservation Commission.
22. Discuss and act on a Resolution appointing two members to the two alternate positions on
the Board of Adjustment.
23. Convene into executive session pursuant to:
A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate
regarding commercial or financial information that the governmental body has
received from a business prospect that the governmental body seeks to have locate,
stay, or expand in or near the territory of the governmental body and with which
the governmental body is conducting economic development negotiations; or (2) to
deliberate the offer of a financial or other incentive to a business prospect described
by Subdivision (1), as follows: Lions Head.
B. Section 551.074 of the Texas Government Code, to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of a public
officer or employee to wit: City Manager.
24. Reconvene into open session and possibly take action on those matters discussed in
executive session.
25. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
26. Adjournment.
