06/17/2024 MinutesMINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS JUNE 17, 2024 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, June 17, 2024, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris, TX 75460. Present: Absent: Board Members Reeves Hayter Ken. Kohls Brandon Kearney Kim Walker City Representatives: Robert Talley — Code Enforcement Jacie Sparks — Code Enforcement Robert Vine — Deputy City Manager Cade Oats — Assistant Fire Marshal Board Members: Chris Fitzgerald Richard Thompson Call meeting to order. Reeves Hayter, Chairman, called the meeting to order at 3:02 p.m. 2. Approve minutes from the meeting of May 15, 2024. Motion made by Kim Walker, seconded by Ken Kohls, to approve minutes. Motion carried unanimously. 4-0 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX: D. 514 NW 7t'; Hayes Addition, Block, 1, Lot 27 Owner: Two Brothers Houses LLC; 935 Ramble Wood, Lewisville, TX 75069 Robert Talley stated the structure to the west of property has missing and deteriorated wood, holes in roof and ceiling, holes in the wall and is unsecure. Building and Standards Meeting June 17, 2024 Page 2 Robert Talley's recommendation: Declare a nuisance, demo of western structure within 30 days or city has right to do so. There was discussion amongst the board, the owner's daughter, Shay Bills, and Robert Talley regarding the demolition of the west part of the structure. Mrs. Bills has already started the process of the demolition. Motion made by Reeves Hayter, seconded by Ken Kohls, to table and bring back if demolition process comes to a stop. Motion carried unanimously. 4-0 A. 2671 N Main 16,40 & 70; City Block 307, Lot 2-13 Owner: Daniel Azadegan; 3251 W 6t" Ste 109, Los Angeles, CA 900200 Space 70: Robert Talley stated that the entire roof has collapsed and holes in the floor due to water damage from the roof leaking. Structure is unsecure. Space 40: Robert Talley stated that this is a total burnout of camper. The roof is completely gone and is unsecure. There is severe vegetation on the inside of camper. Space 16: Robert Talley stated that the windows are busted out. There are roof leaks and water damage. Holes in floor. The west side of structure has a window that is falling out due to the structure sliding. The underpinning is buckling due to the structure sliding. The porch is separating from the structure. Robert Talley's recommendation: Declare all three spaces a nuisance, demo of structures and camper within 30 days or city has right to do so. Motion made by Brandon Kearney seconded by Reeves Hayter, to follow staff recommendation. Motion carried unanimously. 4-0 B. 650 NE 26t"; City Block 259, Lot 16, 21 & 33-A Owner: Royal Realty and Investments LLC; 6920 Lamar RD, Paris, TX 75462 Robert Talley stated the owner cleared the property of trees and a house that was there but the debris is still present. There is a massive pile of brush and rubble from the house that was torn down. Robert Talley's recommendation: Declare a nuisance, removal of limbs and brush and junk and rubbish within 30 days, or city has right to do so. Motion made by Ken Kohls, seconded by Brandon Kearney, to repair in 60 days or it will be brought back to the commission. Motion carried unanimously. 4-0 , 0 Building and Standards Meeting June 17, 2024 Page 3 B. 417 13th NW; City Block 230, Lot 14-A Owner: Benon & Georgia P Bell; 417 13th NW, Paris, TX 75460 Robert Talley stated the floors are rotting and have holes in them. There is foundation damage and the walls are separating from the floor. Structure is unsecure and has some broken windows. The porch is sagging due to the main beam being knocked loose. Robert Talley's Recommendation: Declare a nuisance, demo within 30 days or city has right to do so. Motion made by Kim Walker, seconded by Reeves Hayter, to follow staff recommendation.
