06 - Boards & Commissions - MinutesItem No. 6 MINUTES OF THE PARIS VISITORS AND CONVENTION COUNCIL MEETING OF THE CITY OF PARIS, TEXAS June 25, 2024 The Paris Visitors and Convention Council of the City of Paris met for a regular session at 4:00 p.m. on June 25, 2024, at the Lamar County Chamber of Commerce board room, 8 West Plaza, Paris, TX. Present: Board Members: Bradley Hilliard, Ryan Whitaker, Russell Jackson, Eric Guillot, Thomas McMonigle, Sherrie Holbert, Mihir Pankaj and Monica Clement. City Representatives: none Absent: Board Members: Tim Walsworth, Bud Mistry, Brittany Miller, Cody Head, Misty Halcomb, Chadlee Johnston, Bryan Hargis, and Trey Glascock Call meeting to order. Paul Allen called the meeting to order at 4:OOp.m. Citizens' Forum. Welcome Mayor Mihir Pankaj. There was no one present for the citizen's forum. 3. Approve minutes from the meeting of May 20, 2024. A motion to approve was made by Eric Guillot seconded by Thomas McMonigle. Motion carried. 7 ayes, 0 nays. Receive financial report from May 2024, by Russell Jackson. A motion to approve was made by Bradley Hilliard, seconded by Ryan Whitaker. Motion carried. 7 ayes. 0 nays. Discuss and act on funding request for Paris Balloon and Music Festival on September 13-14. Based on the scoring criteria a motion to approve $2325 was made by Eric Guillot, seconded by Thomas McMonigle. Motion carried. 7 ayes. O nays. 6. Discuss and act on funding request for 561 Bug Tussle Trek on September 28-29. Based on the scoring criteria a motion to approve $1600 was made by Bradley Hilliard, seconded by Ryan Whitaker. Motion carried. 7 ayes. O nays. 7. Paul Allen stated that a new sign will be going up on Clarksville street. Deadcat is working on new signage for 271N. Paris Games are still on for August 3`d. The first 903 concert bade 2800 people and second had 3800. The Veterans event had 2600. Tour de Paris in July. No meeting in July. 8. Adjournment. There being no further business, A Motion to adjourn was made by Board Member Ryan Whitaker, seconded by Board Member Bradley Hilliard. Motion carried, 7 ayes — 0 nays. Paul Allen, Chamber President adjourned the meeting at 4:16 p.m. Paul Allen, Chamber President Board of Adjustment Meeting July 2, 2024 Page 1 MINUTES OF THE BOARD OF ADJUSTMENT MEETING OF THE CITY OF PARIS, TEXAS JULY 2, 2024 The Board of Adjustment of the City of Paris met for a regular session at 12 p.m. on July 2, 2024, at the City of Paris- City Hall, Council Chambers located at 107 E Kaufman St. Present: Board Members: David Hamilton, Ben Vaughan, Carlton Cooper and alternate Larry Walker. City Representatives: Osei Amo-Mensah, Todd Mittge and Stephanie Harris. Absent: Lydia Fitzgerald 1. The Board of Adjustment meeting was called to order by Chairman David Hamilton, at 12:14 p. m. 2. Approval of minutes from previous meeting. (June 4, 2024) Motion was made by Larry Walker, seconded by Ben Vaughan to approve minutes for the June 4, 2024 meeting. Motion carried 4 ayes — 0 nays. 3. Public hearing to consider and take action on the petition of Alex Camunez of Westwood Professional Services, on behalf of Spirit Realty, regarding a variance to the City of Paris Off -Street Parking and Loading Regulations, Section 10-103, on Lot 1, Block A, of the Huhtamaki West Center Addition being located at 800 W Center Street. David Hamilton opened the public hearing. City Engineer, Todd Mittge, presented case to the board. There was brief discussion amongst the board and Mr. Mittge about the parking study. Sheila Mccoy, of Detroit, spoke neither in favor nor opposition of the parking variance, but had concerns about the work done on water lines. Ms. Mccoy was referred to the Public Works department to address her concerns. No one else spoke in favor or opposition of the request. Public hearing was declared closed. Board of Adjustment Meeting July 2, 2024 Page 2 Motion was made by Larry Walker, seconded by Carlton Cooper to approve the variance to the City of Paris Off -Street Parking and Loading Regulations, Section 10-103 based on the following condition and findings. Motion carried 4 ayes — 0 nays. Condition 1. If parking situations in the future vary from the predictions of this parking study, that another parking study be performed, at the property owner's expense to analyze the situation, and provide additional parking based on the outcome of that study. The city would notify the property owner in writing of any future issues and request that additional study. Findings 1. The request for variance is in harmony with the general purposes and intent of Section 10-102 Computing Parking and Loading Requirements. Staff agrees with the findings of the subject property's parking study. Approval of this variance will not adversely affect the character of the immediate vicinity of the area. 2. If approved, the smaller parking lot will reduce the impervious surfaces of the property and will benefit the city with less runoff and potential stormwater issues. 3. The hardship sought to be avoided is not the result of (a) the applicant's own actions (self- imposed or self-created), but rather it is based upon realistic site uses, with 5 shifts of work over a 24-hour period, while providing for more future employees as well. 4. Public hearing to consider and take action on the petition of Richard Martin, on behalf of Larry and Betty Jones, regarding variances to the City of Paris Sign Ordinance, on Lot 2, City Block 57 being located at 328 NMain Street. Sections and variances as follows; 1) Variance to allow a billboard on a Commercial lot, Section 4.10.006(a)(1). 2) Variance to allow a billboard on a lot located inside Loop 286, Section 4.10.006(d)(1). 3) Variance to allow a billboard closer than 10' of an electrical line, Section 4.10.006(d) (4). 4) variance to allow a billboard within 500' of another permanent sign, Section 4.10.006(d) (5). S) Variance to allow a billboard to be placed where it does not meet the minimum distance from the front and North side property lines, building or structure equal to the overall height of the billboard, Section 4.10.006(d)(6). 6) Variance to allow a billboard to be closer than the minimum 1000' buffer of property used for residential purposes, Section 4.10.006(d)(7). 7) Variance to allow a billboard to be closer than 1 S' to the right-of-way for an existing street, Section 4.10.006(d) (8). 8) Variance to allow an electronic, digital billboard, Section 4.10.006(g). 9) Variance to allow a nonconforming structure to be altered, Section 4.10.006(h). 10) Variance to allow a billboard to be altered beyond maintenance, Section 4.10.010(a) (1). Mr. Hamilton closed the public hearing due to the application being withdrawn. No additional action was taken. Adjournment.
