09/16/2024 MinutesMINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS SEPTEMBER 16, 2024 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, September 16, 2024, at the City of Paris Council Chambers, 107 E. Kaufinan St., Paris, TX 75460. Present: Board Members: Kim Walker Brandon Kearney A.W "Plug" Clem C(; 3:36p.rn, Chris Dux Ken Kohls City Representatives: Robert Talley - Code Enforcement Jacie Sparks - Code Enforcement Nicki Brown - Code Enforcement Cade Oats - Assistant Fire Marshal Clyde Crews - Fire Marshal Robert Vine - Interim City Manager Stephanie Harris - City Attorney Absent Board Members: Chris Fitzgerald Alexander Moore I Call meeting to order. Kim Walker, Secretary, called the meeting to order at 3:02p.m. 2. Elect officers for commission. Chair- Chris Fitzgerald (4,0) Vice Chair- Kim Walker (4,0) Secretary- Brandon Kearney (4,0) Approve minutes from the meeting of August 19, 2024. Motion made by Chris Dux, seconded by Kim Walker, to approve minutes. Motion carried unanimously. 4-0 4. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX: Building and Standards Meeting September 16, 2024 Page 2 D. 537 Grand Ave; City of Paris, Block 124, Lot 6 Owner: Pablo Albarran; 11205 Delta Dr., Aubrey, TX 76227 Robert Talley stated that this property had been foreclosed on and the original orders had ceased. The new owner has had it for 6 months. The roof has holes and it is sagging. The structure is unsecure to the natural elements due to the windows not being fully boarded up. There is also foundation damage. There was discussion amongst the board, Robert Talley, and Mr. Pablo Albarran regarding the timeframe Mr. Albarran would need to get bids from contractors and decide to repair or demolish the structure. Robert Talley's Recommendation: Declare a nuisance, demolition within 30 days or city has the right to do so. Motion made by Chris Dux, seconded by Brandon Kearney, to table this until the October meeting. 4-0 E. 205 Grand; City of Paris, Block 23, Lot 5 & 6 Owner: South Main Acquisitions, LLC; PO Box 876, Paris, TX 75461 Robert Talley stated that the structures roof has partially collapsed towards the back of the building. Casey Floyd with Harrison, Walker and Harper was present to speak on behalf of property. He stated that they have gotten in touch with a roofing company for an estimate and have already done an asbestos survey. He stated the collapse was reported to him back in January of 2024 and they should have a timeframe within a couple of weeks to give us. He stated that 90 days should be enough time to get the repairs completed. Robert Talley's recommendation: Declare a nuisance, repair within 90 days or this will be brought back to the commission. Motion made by Chris Dux, seconded by Kim Walker, to follow staff recommendation. Motion carried unanimously. 5-0 Building and Standards Meeting September 16, 2024 Page 3 A. 1167 Grove St; City of Paris, Block 175-A Lot 7 Owner: Ana J Balderas; 3107 Aspen, Carrollton, TX 75007 Robert Talley stated that he has spoken with the owner and she is in agreement that the structure needs to be demolished. fie stated that she had told him she bought them off of a tax sale and did not the extent of repairs this structure would require to be habitable. There is extensive fire damage as well as foundation damage. Robert Talley's Recommendation: Declare a nuisance, demolition within 30 days and vacating the property within 30 days or city has the right to do so. Motion made by Chris Dux, seconded by Kim Walker, to follow staff recommendation. 4-0 B. 735 E Cherry; City of Paris, block 64-A, Lot 4 Owner: Rosa Maria Salazar; 8413 Navigation Dr., Rowlett, TX 75088 Robert Talley stated there has been no contact with the owners regarding this property. The structure has holes in the roof and floor. There is water damage and the structure is leaning. Robert Talley's recommendation: Declare a nuisance, demolition within 30 days and vacating the property within 30 days, or city has the right to do so. Motion made by Chris Dux, seconded by Ken KohIs, to follow staff recommendation. Motion carried unanimously. 4-0 C. 110 NE 8"; City of Paris, Block 30, Lot I Owner: Rosa Maria Salazar; 8413 Navigation Dr., Rowlett, TX 75088 Robert Talley stated there has been no contact with the owners regarding this property. The structure has holes in the roof and the roof covering is deteriorating. There is also missing and deteriorated wood and the structure is sinking. Robert Talley's recommendation: Declare a nuisance, demolition within 30 days and vacating the property within 30 days, or city has the right to do so.
