MINUTES OF THE BOARD OF ADJUSTMENT MEETING
OF THE CITY OF PARIS, TEXAS
JANUARY 7, 2025
The Board of Adjustment of the City of Paris met for a regular session at 12 p.m. on January
7, 2025, at the City of Paris- City Hall, Council Chambers located at 107 E Kaufman St.
Present: Board Members: David Hamilton, William Sanders, Ben Vaughan, Richard
Thompson and Harley Draven.
City Representative - Stephanie Harris and Osei Amo-Mensah.
Absent: None
1. The Board of Adjustment meeting was called to order by Chairman David Hamilton, at
12: 00 p. m.
2. Approval of minutes from previous meeting. (December 3, 2024)
Motion was made by Ben Vaughan, seconded by Richard Thompson to approve minutes
for the December 3, 2024 meeting. Motion carried 5 ayes — 0 nays.
3. Public hearing to consider and take action on the petition of Theodore Henderson
regarding variances to the City of Paris Accessory Building Regulations, on Lot 4, Block
J, of the Morningside Estates, being located at 845 SE 391" Street. Sections and variances
asfollows.-
1) 3 'variance to allow a detached accessory structure to be located 5'from the
rear property line and O'from the easement line, Section 13-101(c).
2) II'variance to allow a detached accessory structure to be located 4' from
main structure, Section 13-101(c).
David Hamilton opened the public hearing.
Director of Planning and Zoning, Osei Amo-Mensah presented case to board.
Theodore Henderson, of 845 SE 39hStreet, spoke about his request for variances to build
a shop. Mr. Henderson would like to have his shop and carport so he can store his vehicles
and have a designated area for his hobbies and storage.
There was discussion amongst the board and the applicant about the location of the building
in reference to the easement. There was also discussion if the applicant would rather reduce
the size or relocate of the building.
Paige Unger made note of the 1 input received in favor of the request.

No one else spoke 'in favor or opposition of the request.
Public heating was declared closed.
Motion was made by Richard Thompson, seconded by Ben Vaughan to deny the variances
to the City of Paris Accessory Building Regulations based on the following findings.
Motion carried 5 ayes - 0 nays.

FINDINGS.
1 The accessory structure setbacks cannot be met.
2. The lot is platted.
3. The request for variances is not in harmony with the general purposes and intent of area
regulations for accessory buildings in residential and apartment districts contained in the
Zoning Ordinance 1710 Subsection 13-101. (c) and will not protect the character of the
immediate vicinity of the area.
4. There are no special or unique condition(s) of restricted area, shape, topography, or
physical features that exist on the subject parcel of land that cause unusual and practical
difficulty or unnecessary hardship in compliance with the provisions sought here to be
varied.
5. The hardship +.r to be avoided is the result of (a) the applicant's own actions (self -

imposed or self-created), and no (b) economic or financial "hardship."
6. The provision of the ordinance regulation that are sought to be varied, does not deprive the
applicant of reasonable rights to use the property that are commonly enjoyed by other
r 'dential properties in the SF -2 Residential Zoning District which are required to comply

with these same ordinance provisions.
