Notice is hereby given that the City Council of the City of Paris shall meet in special session
at 5:30 p.. on Monday, June 16, 2025. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. One or all Council Members may be
attending remotely by audio and/or video conference, but the feed will be available to the
public during the meeting. If the meeting is live streamed, it will be available at
htt1)s:Hpgr stexas gov/1lublic. The matters to be discussed and acted upon are as follows:
Opening .
2. Invocation.
3. United States Pledge of Allegiance & Texas Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes, and remarks must be limited to matters of city business. Speakers will not be
allowed to cede speaking time to others. Unless an item is posted on the Agenda, the Texas
Open Meetings Act prohibits the Council from responding to any comments other than to
refer the matter to a future agenda, to an existing policy, or to a staff person with specific
factual information. Claims against the City, Council Members, or employees, including
but not limited to claims in pending litigation, as well as individual personal appeals are
not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of
the Texas Government Code regarding any item on this agenda.
5. Discuss and make appointments to the various Boards and Commissionj
6. Discuss and act on a Resolution appointing members to the Board of Adjustment.
7. Discuss and appoint City Council Members to serve as liaisons to the various Boards and
Commissions.

SUBJECT: APPOINTMENTS TO BOARDS & COMMISSIONS

BACKGROUND: Policies and Procedures for Boards & Commissions adopted by City Council
(amended March 10, 2025) require that appointments be made at a special City Council meeting
on the third Monday of each June.
STATUS OF ISSUE: Currently there are board members whose terms are expired effective June
30, 2025, and several unexpired terms to be filled on the various City Boards and Commissions.
The City Clerk has received applications, verified residence and voter registration, provided
those applications to City Council in paper form, and via e-mail.
BUDGET: N/A
RECOMMENDATION: Appoint members to the fill board and commission vacancies.

SUBJECT: APPOINTMENTS TO THE BOARD OF ADJUSTMENT
DATE: June 16, 2025
BACKGROUND: The Board of Adjustment is created by State Law and codified under Section
16-100 of the City Zoning Ordinance. This Section states in part: "there is hereby created a
Board of Adjustment consisting of five (5) members, each to be appointed by resolution of the
City Council for a term of two years." The City Council may appoint two alternate members of
the Board of Adjustment who shall serve in the absence of one or more of the regular members
when requested to do so by the Mayor or City Manager.
STATUS OF ISSUE: Currently the terms of two regular board members (Ben Vaughan and
William Sanders) expired June 30. We have received applications from the following persons:
William "Bill" Sanders, Ben Vaughn, and Rochelle Jones.
BUDGET: N/A
RECOMMENDATION: Approve a Resolution appointing/re-appointing two regular board
members.

SUBJECT: CITY COUNCIL LIAISON APPOINTMENTS
TO BOARDS AND COMMISSIONS
DATE: June 16, 2025
BACKGROUND: Policies and Procedures allow for Council Members to serve as liaisons to
Boards and Commissions, should Council feel it necessary. Below is a list of Boards and
Commissions which have City Council Liaisons:
1. PEDC Bylaws (Section 6.06) require the Mayor, the City Manager, the Lamar County
Judge, the President of Paris Junior College, the President of the Lamar County Chamber
of Commerce serve as Ex -officio Members. For the past several years, City Council has
also selected a City Council Member to serve as liaison to PEDC.
2. Airport Advisory Board
3. Band Commission
4. Board of Adjustment
5. Building & Standards Commission
6. Building Board of Appeals
7. Historic Preservation Commission
8. Library Advisory Board
9. Main Street Advisory Board
10. Planning and Zoning Commission
11. TIRZ (Tax Increment Reinvestment Zone Board)
12. Traffic Commission
In addition, the following government entities which will need a City Council liaison:
13. Ark -Tex Council of Governments Bylaws requires a member of the City Council serve,
which has routinely been the Mayor. ATCOG also allows a member of the Council
to serve on the Executive Committee to the Board of Directors.
14. Visitors & Convention Council - Resolution No. 1737 requires the Mayor, City
Manager and one Council Member serve on Visitors & Convention Council. The
VC&C meets the third Monday of each month at 4:00 p.m. at the Chamber with the
exception of July (usually does not meet in July).
15. Love Civic Center Bylaws requires a City Council Member serve as Ex -officio to the
Board. This Board meets every other month on the second Thursday at 12:15 p.m. at the
Civic Center.
STATUS OF ISSUE: Currently City Council Member liaison terms are expiring effective June
30, 2025, or are either in a hold over position pending new liaisons.
