The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m.
on Monday, July 21, 2025, at the City of Paris Council Chambers, 107 E. Kaufi-nan St., Paris,
TX 75460.

Call meeting to order.
Kim Walker, Vice Chair, called the meeting to order at 3:04p.m.
2. Approve minutes from the meeting of June 16, 2025.
A Motion was made by Chris Dux, seconded by Alex Moore, to approve minutes.
Motion carried unanimously. 5-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s)
and/or lien holder(s) of the below properties who have been given notice of a violation of
Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;"
Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or
Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor
Storage;" Code of Ordinances of the City of Paris, Paris, TX:

Robert Talley stated the structure has holes in the roof and floors, foundation damage,
rotted exterior baseboards, and the windows are busted out. The doors were secured
but the back door has been busted in again. There is junk and rubbish throughout
property.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
and removal of junk and rubbish within 30 days, vacate within 30 days or the
city has the right to do so.
Motion made by Chris Dux, seconded by, Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 5-0
B. 1005 W Cherry; City of Paris, Block 51-A, Lot 3
Owner: Curtis Fulbright Estate; CIO Pam Russell 4105 Castlegate, Paris, TX
75460
Robert Talley stated there has been no contact with the owner and it shows that the
owners owe over $20,000.00 in back taxes. The structure has holes in the floor, holes
in the wall caused by foundation damage, holes in the roof, broken windows, and it
is an unsecure structure.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
within 30 days, vacate within 30 days or the city has the right to do so.
Motion made by Chris Dux, seconded by Kim Walker, to follow staff
recommendation. Motion carried unanimously. 5-0
C. 2715 NW 19th; City of Paris, Block 323, Lot 21
Owner: Ronnie & Dean Aubrey; CIO Donna Musick 2715 19th NW, Paris, TX
75460
Robert Talley stated the property owner has signed a Right of Indemnification order
but did not specify junk and rubbish. Owner states brother resides on the property.
There is a partially burnt structure located at this property along with junk and rubbish
such as tires, scrap metal, trash, a toilet and other scattered items.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
within 30 days, remove junk and rubbish, or the city has the right to do so.
Motion made by Chris Dux, seconded by Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 5-0

D. 306 SW 7th; City of Paris, Block 13 1, Lot 13
Owner: Fadel Homes LLC; 2416 Creekeove Dr, Plano, TX 75074
Robert Talley stated the structure had recently caught fire which caused smoke
damage, electrical damage, and roof damage on the rear side of the structure.
Robert Talley's recommendation: Declare a nuisance, repair within 90 days,
or this will be brought back to the commission.
Motion made by Chris Dux, seconded by Alexander Moore, to follow staff
recommendation. Motion carried unanimously. 5-0
E. 1118 Fitzhugh; Fitzhugh Addition, Block 1, Lot 6
Owner: Carlton Cooper; 646 Fitzhugh, Paris, TX 75460
Robert Talley stated this property has three different structures on it. The property
owners owe back taxes over $19,000.00. The owners have previously pulled
permits several times but have never followed through with the repairs.
Structure A has a collapsed roof, damaged roof, holes in the floor, and is
unsecure. This had a permit but there were never any inspections and has now
expired.
Structure B the owner has stated he would like to repair this structure. There are
no holes in the roof, the foundation has some damage, and the structure is secure.
Structure C Robert Talley stated that the structure is unsecure, holes inside the
roof, and has foundation damage.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
A and C within 30 days, or the city has the right to do so; repair structure B
within 90 days or will be brought back to commission.
Motion made by Chris Dux, seconded by Kim Walker, to follow staff
recommendation. Motion carried unanimously. 5-0
F. Fitzhugh Addition; City of Paris, Block 1, Lot 5
Owner: Carlton Cooper; 646 Fitzhugh, Paris, TX 75460
Robert Talley stated the following about each structure:
Structure C — Robert Talley stated the structure has holes in the roof, foundation
damage, and it is sinking.
Structure B -- Robert Talley stated that the structure is secure, needs siding as well
as foundation and roof work.

Structure A — Robert Talley stated that the structure is secure, has a good roof
structure, needs siding, and has some small rot but not major.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
C within 30 days, or the city has the right to do so; repair structure A and B
within 90 days or will be brought back to commission.
Motion made by Chris Dux, seconded by Alexander Moore, to follow staff
recommendation. Motion carried unanimously. 5-0
G. 1138 Fitzhugh; Fitzhugh Addition, Block 1, Lot 4
Owner: Carlton Cooper; 646 Fitzhugh, Paris, TX 75460
Robert Talley stated this structure needs foundation work but it has a new roof.
Owner plans to repair this structure.
Robert Talley's recommendation: Declare a nuisance, repair structure within
90 days or will be brought back to commission.
Motion made by Kim Walker, seconded by Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 5-0
H. 1150 Fitzhugh; City of Paris, Block 1, Lot 3
Owner: Carlton Cooper; 646 Fitzhugh, Paris, TX 75460
Robert Talley stated this structure has roof damage, the ceiling and walls have
collapsed, it is unsecure, and the foundation is sinking.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
within 30 days, or the city has the right to do so.

recommendation. Motion carried unanimously. 5-0
