3. Review and approve January 08, 2025, regular meeting minutes -Chair
A motion was made by Commissioner Dougherty, seconded by Commissioner Emmite, to
approve the regular meeting minutes. Motion carried. Ayes 7; Nays 0
4. Discussion and possible action on the following Certificate of Appropriateness application
for property located in HD 1 -Downtown Historic District-400 SW 1St, City of Paris
A. Aeprgola will be added to the open area of the Farmer's Market. This will serve as
a covered area for musicians and other outside performers.
B. CoA # (25-000005)
A motion was made by Commissioner Dougherty, seconded by Commissioner Emmite, to
approve the CoAfroa P ergola at the Farmers Market. Motion carried. Ayes 7; Nays 0
5. Discussion and possible action on the following Certificate of Appropriateness for property
located in the HD -2 Church Street Historic District -833 S Church Street. —David Richards.
A. Adding an Accessory Building to residence. Property ID #16581 & 16586 platted into
one lot and aDfinal on file with City. Building to match exterior finish of house
as listed in notes on plans. Garage to face East and driveway to enter from 3rd S.E.
B. CoA # (24-000063)
A motion was made by Commissioner Dougherty, seconded by Commissioner Turk, to
approve the CoA for an accessory structure (garage) at 833 S Main ST. Motion carried.

6. Discussion and possible action on the following Certificate of Appropriateness for property
located in the HD -2 Church Street Historic District - 13 6 & 13 8 Clarksville Street. — Ludwick
Building.
A. Originally constructed in 1916 as the Ludwick Grocery and located in the Paris
Historic District in Paris, TX. Though quite simple,, the Ludwick Grocery Building
with its elegant details is an important character -defining contributing feature of Paris'
Downtown,. While the metal panels previously attached to the exterior rendered the
building non-contributing when the district was formed, the panels appear to have
preserved the beauty of the building. The building is to be restored to its original
exterior appearance and will retain its function as a restaurant under a new owner,.

A motion was made by:11commissioner Turk, seconded by Commissioner Kee, to approve the
CoA for restoration of the Ludwick Grocery Building located at 136 & 138 Clarksville ST.
Motion carried. Ayes 7's Nays 0
7. Discussion and possible action on the following Certificate of Appropriateness for property
located in the HD -2 Church Street Historic District -528 S Main Street. — David Chase.
A. Originally constructed in 1921, the J.J. Culbertson House, located in the Church Street
Historic District in Paris, TX is the district's best representation of early 20th century
Prairie School architectural style and is under consideration for a certified
rehabilitation using state and federal rehabilitation tax credits.
B. CoA # (24-00006 1)
A motion was made by Commissioner Dougherty, seconded by Commissioner Turk, to
approve the CoA for rehabilitation of the property located 523 S Main ST. Motion carried.

8. Discussion and possible action on the following Certificate of Appropriateness application
for property located i*n HD 1 -Downtown Historic District - 122 Bonham, Jason Boehlar
A. Previous CoA (24-000060) was to remove metal/tin from windows and awnings to see
if it was salvageable. The awning however is deteriorating and rotted. The scope of
work would be to remove the current awning and replace with new material,.
B. CoA # (25-000003)
A motion was made by Commissioner Emmite, seconded by Commissioner Dougherty, to
approve the CoA for the awning repair at 122 Bonham ST. Motion carried. Ayes 7; Nays 0

determine whether such buildings or structures can be rehabilitated and designated on the
National Register of Historic Places.,--- as a recorded Texas Historic III Landmark, or as historic
property as desig]qated by the City Council 0 -f -the City of Paris.
