The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m.
on Monday, August 18, 2025, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris,
TX 75460.

Call meeting to order.
Kim Walker, Vice Chair, called the meeting to order at 3:05p.m.
2. Approve minutes from the meeting of July 21, 2025.
A Motion was made by Chris Dux, seconded by Kim Walker, to approve minutes.
Motion carried unanimously. 5-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s)
and/or lien holder(s) of the below properties who have been given notice of a violation of
Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;"
Chapter 7, Article 7.04 entitled -Weeds, Junk, and Other Objectionable, Unsightly, or
Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor
Storage;" Code of Ordinances of the City of Paris, Paris, TX:

Owner: Randy & Jane Binnion; PO Box 168, Pattonville, TX 75468
Robert Talley stated the structure has severe fire damage, foundation damage, and is
completely gutted. Owner Jane Binnion emailed Code Enforcement and let them
know they plan to start demolition next month.
Robert Talley's recommendation: Declare a nuisance, demolition of structure
and removal of junk and rubbish within 30 days, vacate within 30 days or the
city has the right to do so.
Motion made by Chris Dux, seconded by, Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 5-0
B. 548 NE I", City Block 92, Lot 4
Owner: Georgia Washington; C/O Yolanda Washington: 824 7t" NE, Paris, TX
75460
Robert Talley stated there has been no contact with the owner. The structure has holes
in the roof, foundation damage, rotting wood, and is sinking. There is a shed located
behind this structure that has damage from a fallen tree.
Robert Talley's recommendation: Declare a nuisance, demolition of both
structures and removal of junk and rubbish within 30 days, vacate within 30
days or the city has the right to do so.
Motion made by Chris Dux, seconded by Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 5-0
C. 856 E Houston, City Block 92, Lot 4
Owner Freddie & Vincel Baker; 857 Lamar Ave, Paris, TX 75460
Robert Talley stated the property owner has contacted code officer Jacie Brown and
has permits on another property. Mr. Freddie Baker would like to repair this structure
but wants to start after the other is finished. The structure rotted wood on the front
porch, holes in the roof, fallen tree damage, foundation damage.
There was discussion amongst the board and staff regarding the price of renovation.
Robert Talley's recommendation: Repair within 90 days, remove Vegetation
within 30 days, or the city has the right to do so.
Motion made by Chris Dux, seconded by Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 5-0

1741 Cedar, Gibbons -Braden Block 17, Lot 8
Owner: Hunter Price Sr.; 908 Larne Drive, Cedar Hill, TX 75104
Robert Talley stated the neighbors had turned this in for the homeless inhabiting
the property. There has been no contact with the owner. The Code Enforcement
Division secured the structure approximately 3 months prior. Since then someone
has gotten into the structure again by ripping the siding and wood off of an
exterior wall. Code Enforcement has re -secure the structure again. This property
has holes in the roof, moldy ceiling, rotted floor, water damage from leaking roof,
and the cabinets have been ripped off of the walls.
Robert Talley's recommendation: Declare a nuisance, Demolition of
structure and removal of junk and rubbish within 30 days, Vacate within 30
days, or the city has the right to do so.
Motion made by Kim Walker, seconded by Chris Dux, to follow staff
recommendation. Motion carried unanimously. 5-0
3200 Clarksville, City Block 311, Lot PT 2
Owner: AMR LLC; PO Box 386, Paris, TX 75461
Robert Talley stated this property has missing walls, foundation damage, partially
demolished, rotted floors. There is also a shed in the back of property with severe
structure damage as well. There has been no contact with the owners.
Robert Talley's recommendation: Declare a nuisance, demolition of both
structures and removal of junk and rubbish within 30 days, or the city has
the right to do so.
Motion made by Chris Dux, seconded by Kim Walker, to follow staff
recommendation. Motion carried unanimously. 5-0
