Lalonna West <br />City Representative: Duke McGee was absent; Cheri Bedford sat in his place <br />City Council Liaison: Alix Putnam was present <br />1. Call meeting to order -Chairman - Kelsey Turk at 4:10 pm <br />2. Citizen's forum - no one spoke <br />3. Review and approve the September 10, 2025, regular meeting minutes -Chair <br />A motion to approve this item was made by Board Member Millicent Kee and seconded by <br />Board Member Linda Knox. Motion carried. Ayes - 6; Nays 0 <br />4. Discussion and Possible action on the following applications for property located in the HD - <br />2 Church Street Historic District — 524 S Church ST, Gretchen Carter <br />A. Replace Roof, Restore Siding, Restore and replace front and side porch, Paint exterior <br />B. CoA (25-000046) <br />A motion to approve this item was made by Board Member Glee Emmite and seconded by Board <br />Member Milliceu*i- ee. Motion carried. Ayes - 6; Nays 0 <br />5. Review and act on the Fagade Grant for property located in HD -2 Church Street Historic <br />District, 524 S Church ST — Agenda Item 4 Above <br />A. Facade Grant Application # 25-000000 <br />B. Certificate of Appropriateness (25-000046) <br />A motion to approve this item was made by Board Member Glee Emmite and seconded by Board <br />Member Kelsey Turk Motion carried. Ayes - 6; Nays 0 <br />"Kelsey Turk had to recuse himself before Item #6 was discussed. <br />A motion to approve his recuse was made by Board Member Glee Emmite and seconded by <br />Board Member Linda Knox. Motion carried. Ayes - 5; Nays 0 <br />
