12/01/2025 MinutesMINUTES OF THE PLANNING & ZONING COMMISSION REGULAR MEETING OF THE CITY OF PARIS, TEXAS DECEMBER 01, 2025 The Planning & Zoning Commission of the City of Paris held a regular meeting at 5:30 p.m. in the City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. Commissioners Present: Adam Bolton, Rochelle Jones, Chad Lindsey, Robert Spain, Paula Portugal, Larry Walker and Eric Guillot City Representatives: Osei Amo-Mensah- City Planner Steve Hodges- Engineer Technician Rose Beverly- City Manager Commissioner(s) Absent: N/A I . Chairman Adam Bolton called the meeting to order at 5:30 p.m. The citizen's forum was declared open. With no one speaking the forum was declared closed. 3. Approve minutes from the meeting of November 03, 2021 A mot -ion to approve the minutes was made by Commissioner Eric Guillot and seconde by Commissioner Paula Portugal. Motion carried, 7 ayes — 0 nays. I 4. Consideration of and action on the Preliminary Plat of the Micah"s Comer CB69 Addition, Lots 1-4, Block A, LCAD 14653, located in the 400 Block of NE 1 01h Street. I Steve Hodges presented the preliminary plat to the Commission. Staff recommend approval without conditions. A motion to approve the Preliminary Plat was made by Commissioner Eric Guillot and seconded by Commissioner Paula Portugal. Motion carried, 7 ayes — 0 nays. 5. Consideration of and action on the Final Plat of the Micah's Comer CB69B Addition, Lot 1-4, Block A, LCAD 14653, located in the 400 Block of NE I Oth Street. i Steve Hodges presented the final plat to the Commission. Staff recommend approval without conditions. A motion to approve the Final Plat was made by Commissioner Larry Walker and seconded by Commissioner Eric Guillot. Motion carried, 7 ayes — 0 nays. Consideration of and action on the Preliminary Plat of The Back Nine Addition, Lot 1, Block PT of 316, LCAD 124052, located in the 3300 Block of NE Loop 286. Steve Hodges presented the preliminary plat to the Commission. Staff recommend approval without conditions. A motion to approve the Preliminary Plat was made by Commissioner Paula Portugal and seconded by Commissioner Robert Spa -in. Motion carried, 7 ayes — 0 nays. 7. Consideration of and action on the Final Plat of The Back Nine Addition, Lot 1, Block PT of 316, LCAD 124052, located in the 3300 Block of NE Loop 286. Steve Hodges presented the final plat to the Commission. Staff recommend approval without conditions. A motion to approve the Final Plat was made by Commissioner Robert Spain and seconded by Commissioner Paula Portugal. Motion carried, 7 ayes — 0 nays. 8. Consideration of and action on the Final Plat of the R4U Ventures Addition, Lots 1-2, Block 190, LCAD 17073 and 17074, located in the 1300 Block of W. Houston Street. Steve Hodges presented the final plat to the Commission. Staff recommend approval without conditions. A motion to approve the Final Plat was made by Commissioner Eric Guillot and seconded by Commissioner Paula Portugal. Motion carried, 7 ayes — 0 nays. 9. Consideration of and action on the Final Plat of the 6th Street Ventures Addition, Lot 1, Block 93-B, LCAD 153 83, located in the 1000 Block of NE 6t" Street. Steve Hodges presented the final plat to the Commission. Staff recommend approval A motion to approve the Final Plat was made by Commissioner Chad Lindsey and It " seconded by Commissioner Eric Guillot. Motion carried, 0 / ayes — 0 nays. 10. Planning Commission Orientation and Training. Osei Amo-Mensah gave a PowerPoint presentation to the Commissioners. Larry Walker made a comment that other cities that he works in allow the P Commission to approve P lats under 25 acres and they do not go to City Council. This can speed up the process mid Council doesn't have to make decisions on individual infill lots. Osei states it is a policy decision and explained that P&Z is a recommending body to City Council. Chad Lindsey commented that plats are on the consent agenda for City Council so staff does not have to give another presentation. City Manager Rose Beverly states this is something that can be looked into. Adam Bolton states there are several infill lots that are unplatted which is time consuming and incur costs while other cities allow for a survey in lieu of theplatting process. Steve Hodges states it is a State law to require a lot be platted in order to construct upon. It. Adjournment.
