Chairman Head called the meeting to order at 4:00 P.M.

No one came forward during citizens' input.
3. Approve minutes from the Meeting on September 11, 2025.
A Motion to approve the Minutes was made by Vice -Chairman Mathieu and seconded by
Mr. Hayter. Motion carried, 4 ayes — 0 nays.
4. Receive update regarding the I st Street Renovation Project.
City Manager Rose Beverly reported that Richard Drake Construction was awarded the
project bid and is scheduled to begin construction soon, with completion expected in December.
5. Receive update regarding the Toole Plan and Chris Lambka and Associates.
Main Street Coordinator Cheri Bedford reviewed the draft Scope of Services submitted
by Chris Lambka and Associates. The proposal includes the following five tasks:
1. Project Management
2. Existing Plan Review, Existing Conditions Review, and Data Collection
3. TxDOT Coordination
4. Vision Paris Guide, which encompasses:
o Two -Way Restoration
o Paris Town Square
o Parking
o Market Square
o Streetscape Elements

5. Phasing and Implementation
Ms. Bedford stated that the estimated fees total approximately $48,520.00. The complete Scope
of Services is attached and referenced as "Exhibit A".
6. Discuss and possibly act on a Resolution recommending that City Council pass an
Ordinance removing Sub -Zone 4 from the boundaries of the TIRZ Zone.
City Attorney Stephanie Harris stated that a public hearing would be required to remove
sub -zone 4, and that it could go to City Council at the November meeting.
Following further discussion, a Motion to recommend City Council pass an Ordinance removing
Sub -Zone 4 from the boundaries of the TIRZ Zone was made by Vice -Chairman Mathieu and
seconded by Ms. Norwood. Motion carried, 4 ayes — 0 nays.
7. Receive update regarding the Financial Projection Tool and matters relating to updating
the tool.
Vice -Chairman Mathieu thanked Ms. Harris for her assistance and reported that Joe from
Forked Pine Consultants had provided an updated version of the Projection Tool, which now
includes the 2024 data. Mr. Mathieu reviewed the differences in the updated document and asked
Ms. Beverly whether the balance reflected both the collection of 2024 revenue and the $ 100,000.00
payment to the 1st Street Renovation Project. Ms. Beverly stated that she would consult with the
Finance Department to confirm. Mr. Mathieu also inquired about the possibility of increasing the
current percentage rate of 3.85%. Chairman Head thanked Mr. Mathieu and Mr. Hayter for their
efforts on this item.

intersections around the Town Square and Culbertson Fountain. New traffic counts, turning movement counts,
and level of service will not be acquired or performed for this effort; however, they can be provided as additional
services.

Understanding that TxDOT is a major stakeholder in the success of Downtown Paris, it isImportant to engage
them throughout the lifecycle of the project. Following the existing plan review and data collection in Task 2,
Lambka Associates will provide an overview of Vision Paris with the TxDOT Paris Area Engineer, This overview
meeting will allow Paris and Lambka Associates an opportunity to reengage TxDOTstaff, garner feedback, and
receive direction on necessary planning, design, funding, and education stra4ies to implement the Project.
Throughout the development of Task 4, Lambka Associates will facilitate additional meetings to review typical
sections and concept designs with TxDOT on TxDOT controlled streets.

4.1 Two-Wav Restoration
Two-way restoration of the existingone-way pairs will have the single greatest impact on the walkability and
vibrancy of downtown. Basedon the information garnered from Task 2 and 3, Lambka Associates will develop up
to three (3) altemetNe street cross sections for evaluation. Alternatives will be based on existing conditions, city
staff desire, and national best practices. The alternative cross sections will be presented to city staff and other
appropriate officials virtually. At the conclusion of the meeting, city staff will select one cross section as the
preferred typical section to move forward. It is anticipated that the two-way restoration of Main Street, 1st Street,
Lamar Avenue, and Clarksville Street will all have one typical section for the downtown core transect and one for
the urban transact.
Following the selection of typical cross sections, Lambka Associates will develop a conceptual two-way
restoration master plan of the existing one-way pairs to approximately a 5% design level. The concept design will
be developed in AutoCAD over GIS and aerial imagery — not with the use of a survey, unless provided — at a
scale of no more than 1" = 100'. This process helps solidify design intent, ensure geometric design is proper and
feasible, verify vehicle turning movements and radii, provides accurate quantity take -offs, and allows real
conversation with TxDOT on the proposed corridor improvements. Concept design will include a general layout
and arrangement of streetscape elements and focus on providing visual cues for motorists to slow down as they
enter the downtown core. Two-way restoration extents will be from Pine Bluff Street to Sherman,$treet and 7",
Street to 121^ Street. Lambka Associates will present the concept plan to city staff, TxDOT, ajd�,,Other appropriate

4.2 Paris Town Square

4.4 Market Square
Market Square Farmers Market, The Paris Public Library, and Bywaters, Park are all located adjacent to one
another and sit just 2.5 blocks away from Town Square, A vibrant streetscape from Town Square to these
important civic uses will encourage walking between them. Toole Design created two distinct concepts for Market
Square that provide a strong and flexible connection linking all three facilities into a cohesive design. Lambka
Associates will work with city staff to select one of the two concepts developed by Toole Design to move forward
to an approximate 5% level of design. The concept design will be developed in AutoCAD over GIS and aerial
imagery — not with the use of a survey, unless provided — at a scale of no more than I" = 50'. Lambka Associates
will present the concept plan to city staff and other appropriate city officials for review and comment. One round of
revisions will be made to the concept plan, and a final working concept plan will be included In the Vision Paris
Guide.
Notes: To assist with Task 5 Opinion of Probable Construction Cost development for the, proposed vertical
structures, Lambka Associates will work with a local Architect.
4.5 Streetscape Elements
Streets make up the largest portion of the public realm that is availal* for creating a.sense place. Streets are a
billboard advertising your community values. The visual quality of downtown is paramount to a successful
downtown. This goes beyond storefronts and building facades to include a comprehensive analysis of public
realm and urban design conditions. Lambka Associates will inventory thepul5licrealm and urban design elements
of Downtown Paris. Specific attention will be placed on understanding the current relationship between the built
environment and the pedestrian and vehicular zones'llo determine overall indicet for walkability, accessibility,
comfort, and attractiveness downtown.

Furnishings contribute to the inviting expedonce of DowptQwn Paris for both residents and visitors. Seating helps

activate the sidewalk with vibrant, advily. Bike racks encourage active living within the community by providing
safe locations -to g—e� bicycles as p#ople explore, shop, or dine downtown. Kiosks help guide visitors around
downtown,and provlderavdents witn,"netai , community events, and entertainment publications and
announcements. While Parts currently uses 'a,Victory Stanley backless bench and trash receptacle, Lambka
Associates will evaluate the needfor a new dity standard bench, trash/recycle refuse, kiosk, and a bike rack, and
design guidelines will be explored for private business owners to have furnishings that match their individual style
while complementing the city standard.
Lighting will be broken into twoscales—pedestrianand vehicular. Currently, downtown features one style of light
trying to perform both teeks1which may not fit the vernacular of downtown. An existing inventory of light fixtures
within downtown will be documented to aid in the selection of fixtures moving forward. Color, lumens, luminaries,
globe style, and the ability to don artwork, banners, and hanging baskets will be addressed in the selection and
guidance. Location and number of lights will be based on street typology. Maintenance, replacement cost, and the
ability to partner with your utility provider for lighting needs will also be considered.

Our focus will be, "creating a landscape where utility, practicality, and beauty are united" and expanding the flora
throughout downtown. The landscape palette will h*visually appealing, utilizing mass drifts n(perennial flowers,
shrubbery, and stately shade trees. Each plant selection will be identified with a picture, plant name,
characteristics, and seasonal interests. Species will be carefully selected for their ease of maintenance; multiple
varieties will be selected to ensure resilience and longevity, and we will educate city staff on prciper maintenance
ofall selected varieties. �

Implementation of a downtown master plan without a clear path forward can feel like a daunting task. Lambka
Associates will Work with city staff'to develop a phasing plan that establishes a clear path forward, breaking up
projects into manageable and achievable projects. Planning level opinion of probable construction costs will be
developed for the Two-way Restoration of the one-way pairs, Town Square, and Market Square, These will be
order -of -m agn Rude estimates made for budget purposes only, based on recent local bid tabs, historical bid tabs,
and estimator judgement. Construction phases will be established for each project based on logical start and stop
locations, i.e. per block, park versus streetscape.etc. An implementation matrix will be developed whelp prioritize
