11/11/2025 MinutesMINUTES OF THE Main Street Board MEETING OF THE CITY OF PARIS, TEXAS November 11, 2025 The Main Street Board of the City of Paris met for a regular session at 4:30 p.m. on Tuesday, November 11, 2025 at the PARIS CITY COUNCIL CHAMBERS 107 E. KAUFMAN PARIS, TEXAS 75460. Present Board Members: Glee Emmite, Kim Kalina, Tyrone Hayden, Kevin Moore and Melissa Jones Chamber Representative: Karen Dougherty City Representatives: Cheri Bedford, Main Street Manager, Alix Putnam, Liaison/City Council Member Absent Board Members: William Walker and Mary Hart 1. Call meeting to order. Kevin Moore, Chair called the meeting to order at 4:32 p.m. Moore read the vision and mission statements. 2. Citizens' Forum. - 3. Approve minutes from the meeting of September. Moore asked if members had a chance to review the minutes or had any questions or changes to the minutes. A motion was made to approve the September meeting minutes by Hayden. Motion was seconded by Jones. 5 ayes, 0 nays. Motion carried. 4. Committee Reports: a. Workplan Updates: Jones shared her participation in photo op creation "How tall this fall?" for the Festival of Pumpkins. She also spearheaded the scarecrow contest between downtown business owners. Vin de Paris was the winner. Donations added to 305.00. Melissa attended the Paris Arts Movement meeting to discuss plans for the Art Fair that is planned for April 17-18, 2026. [Main Street Board] Meeting [November 11, 2025] Page 2 Emmitte HPC did not have a meeting in October. At FOP, she and Dr. Clay hosted the costume contest. Next year, suggests a runner to help with communication to announce winners. Nothing to report regarding the directory at this time. Hart Although Mary was not in attendance, she did send in the following report: Paris Arts Movement Committee Meetings — no official meeting since Oct, worked through emails together on Battle of the Artists and Paris Art Fair; will be meeting more frequently after Thanksgiving with an emphasis on Art Fair, future Battle of the Artists and Other Art Activities. Festival of Pumpkins: Pumpkin Queens — Helped move Queens to the Square for viewing Battle of Artists — set up and tear down Event.(Friday and Saturday) Completed Event. No issues during event. All volunteers and Artists participated as assigned. Silent Auction— All paintings sold. Art Guild/Gallery handled all the details and payments to artists. Feedback from event was All Excellent -Positive with Community and Artists wanting additional Battles in the Future. In addition to CUTX Sponsorship, Thank you to Brighton Broadband for opening / hosting building for the event. Special THANK YOU to MC —Greg Kee, PJC for easels, Plaza Art Guild/Gallery for Artists, Silent Auction. Other Decorations: Helped decorate the Square Paris Art Fair: Created Artists' Marketing Competition Submission Forms, Emails and Social Media 3. Crosswalk Art Project: Project placed on hold due to TXDOT Letter to City — received phone call from Cheri Oct. and Notified artists Oct. Kafina- was able to assist with the Pumpkin Queens, provided two tables for pumpkin tic tac toe, assisted with the voting during the Battle of the Artists at Festival of Pumpkins, and worked on the Main Street Tent to get participants for the Rock, Paper, Scissors contest. I also attended the last Paris Arts Movement meeting regarding the Art Fair in April 2026. Hayden- concluded his work at the Festival of Pumpkins at the Main Street tent. He has no future plans at this time. Moore- Participated in the costume contest as a judge; asked that in the future, we try to get emails from participants so it will make it easier to contact for our events. Kevin suggested that we have the Christmas Tree Lighting advertised with Chamber of Commerce in the future. TX BBQ Blowout is Dec. 6, suggested we attend as it supports the education foundation. b. PDA: Emmite Christmas parade to be held Dec. 6"'. There was a huge article in the paper about the parade. 20-30 have signed up to participate. Richard Drake will be the Grand Marshall. Dec. 1 deadline to sign up to participate in the parade. Christmas tree lighting is Nov. 22, Letters to Santa kids will get a letter back. Wassail Fest is [Main Street Board] Meeting [November 11, 2025] Page 3 coming soon. PJC students will serve popcorn at tree lighting. Hired a Rein Steer named Buckshot. Small Business Saturday prize is 600.00 downtown bucks. HPC: Emmite historic marker dedication 12/13 at the Gibraltar Hotel, History of Postcards book signing Cha mber/VCC: Dougherty out of town and unable to attend this week. 5. Coordinators Report: Cheri Bedford, Main Street Manager, attended the Downtown Conference in Waco. 450 cities were represented. It will be held in Amarillo next year. Cheri wants someone from the committee to attend. Please turn in your volunteer hours each month. TXDot Lighting project has been approved from 82 to the loop. New business downtown- fish market. First St. project update- trenching for utilities happening now. Pavers are still available. Mainly 4 x 8. Will be filling out extension as it will not be done by 12/31. City of Paris Historical Marker for Culbertson /fountain coming soon. Reah out to Cheri to volunteer for the Christmas Tree Lighting where we will serve hot cocoa. Shannon Jones, Kiwanis President will light tree at 6. Shoutout to PDA for doing business of the month program. There will not be a meeting in December. 6: Future Agenda Items: Work Plan Evaluation, economic impact focus. Next meeting is Jan. 131 at 4:30. 7 Adjournment. There being no further business, A Motion to adjourn was made by Board Member Glee Emmitte and seconded by Board Member Tyrone Hayden. Motion carried, 5 ayes 0— nays.
