01/19/2026 MinutesMINUTES OF THE MAIN STREET ADVISORY BOARD MEETING OF THE CITY OF PARIS, TEXAS January 19, 2026 The MAIN STREET ADVISORY BOARD of the City of Pan's met for a regular session at 4:30 p.m. on Monday, January 19, 2026, at the PARIS CITY COUNCIL CHAMBERS 107 E. KAUFMAN PARIS, TEXAS 75460. Present: Board Members: Kevin Moore, Kim. Kalina, Tyrone Hayden, Mary Hart, Glee Emmite(arrived at 4:37) City Representatives: Cheri Bedford, Main Street Manager Absent: Board Members: Will Walker, Melissa Jones, Karen Dougherty/VCC Representative 1. Call meeting to order. Chairman, Kevin Moore, called the meeting to order at 432 p.m. He shared the Vision and Mission statements. Citizen Forum: Ms. Bahn wanted to introduce herself. She has purchased a home near Bywaters. Park. 2. Approve minutes from the meeting of November 11, 2025.. A Motion to approve this it was made by Board Member Tyrone Hayden and seconded by Board Member Mary Hart. Motion carried, _5_ayes — —0— nays. 3. Receive report/presentation from Businesses applying for Building Improvement Grants. Rebecca Norment applied for a fagade and Building Improvement Grant for a ladies' clothing store she owns downtown. The cost of the repairs ended up being 3 times what they originally thought. A Motion to approve this item was made by Board Member Mary Hart and seconded by Board Member Tyrone Hayden. Motion carried, 5 ayes — —0— nays. 4. Committee Reports. A. Workplan Updates from Committee Members: Kevin Moore- Suggests we need to look at Economic Vitality and decide what transfort'national strategy we can focus on. We need to have an understanding. He completed the Vacant Property Report with Cheri. Kim Kalina- attended the city council meeting regarding city-wide strategic planning. Shared the evaluation with Cheri on our progress of transformational goals. Currently involved in Paas Art Movement Meetings to discuss the Art Fair. As far as the Wine Festival, she will continue to assist with social media. Mary Hart- sent a report to Cheri on evaluating our current Toole Plan goals. Attended the meeting in Mesquite and loved the infographic. Art and events- Art Fair will be hosted by the Pan's Area Art Alliance this year. Main Street Will partner with them. She can help plan the Wine Festival as well. Main Street Advsisory Board Meeting October 14, 2025 Page 2 Tyrone Hayden- Finished the evaluation and shared with Cheri. Glee Enimite- Suggests that we need to get better at letting the community know what is available to help downtown businesses. Perhaps we can get the newpaper to run more information as well as Visit Paris TX FB page and create a 'Lamar County Chamber flyer. Historic Preservation Committee -No meeting was held. The next meeting is Jan. 24h. B. Paris Downtown Association- Busy planning events for the year. We have a bid in for a new downtown flag and there is a membership drive going on. The Chocolate Stroll 4 is coming soon. C. ChamberNCC- Karen Dougherty was absent and did not send in a report. 5. Coordinator's Report- Compiling the Evaluation Framework guide that tells our story. Please let me know any changes by the end of the day tomorrow. Cheri plans to speak with the Paris Downtown Association and is on the Board with the Chamber. She is also about to be a Historic Preservation Officer again. She was from 2015 to 2024 as well. The city council, if you attended, knows that they put downtown as a priority in their strategic plan. Cheri talked to building owners about Bonham St. as it can receive historic tax credits for income-producing businesses and receive up to 45 % costs back, although it is a process. Looking at 2020 survey, and hiring an event planner so that our board can focus on economic vitality. Cheri also wrote a grant for HPC training to take 2 people. She attended the reinvestment meeting in Mesquite and wants to focus on data from geo-fencing regarding each business. Vacant property letters were sent out. After one year of a building being vacant, fees go up. We currently have 29 retail stores downtown. We have 18 restaurants, 35 service businesses, 4 entertainment venues and 22 lofts or housing. A Candy store is coming soon. Some businesses have closed, Erth Apparel and Spanglers. The First Street project timeline is extended due to utility delays. Our Volunteer hours figure out to about 34.00 an hour in savings to our downtown. In 2025, we had 2,870 hours reported which equates to $811000. 6. Future Agenda Items? We need to have a separate committee meeting to discuss Wine Fest. We will re -work our work plan after our training. Our next meeting is Tuesday, February I Oth 7. Adjournment.
