1. Call meeting to order -Chairman
Chairman Turk called the meeting to order at 4:02
2. Citizen's forum
No one spoke at citizens forum.
3. Review and approve February 11, 2026
A motion was made by Commissioner Hale, seconded by Commissioner Kee, motion carried
5 ayes, 0 nays
4. Discussion and possible action on the following Minor Certificate of Appropriateness (26-
000005) 27 Clarksville, Canopy improvements, Michelle Scribner.
Ms. Scribner was present to address the concerns of the commission at the previous meeting.
She clarified the existing canopy is 6 inches tall, and she is proposing adding afacia to make
it look 18 inches tall. She provided additional photos and identified the drainage of the
canopy.
Chairman Turk reviewed design standards on canopies. Canopies should be appropriate
scale and location on the building, and the most canopies scale is determined by the space
that exists. The commission expressed concern with the requested height of the proposed
addition to the face of the canopy, expressing that at 18 inches it would appear dipropionate
in size compared to the area between the transom windows and lintel portion on the
storefront. They also expressed concern setting if allowed this would set a precedent for
other property owners. After discussion and evaluation of existing conditions, Chairman
Turk asked for a decision from the board. A motion was made by Commissioner Kee to
approve the addition of afaux facia to change the existing canopy height to a maximum of 16
inches. The motion was seconded by Chairman Turk, Motion carried 5 ayes, 0 nays.
5. Discussion and possible action on the following Certificate of Appropriateness COA (26-
000006) for property located in the HD-1 Downtown Historic District- 443 1st ST SW, David
Logan
David Logan returned to the commission for a minor change to his Certificate of
Appropriateness issued and was approved at the February 11, 2026, meeting. The COA
issued was to approve the bollards being powder coated black or dark green. After doing
research, Mr. Logan found the powder coating cost prohibitive and came back to the
commission to request permission to paint the bollards and chains with industrial Sher -Chem
high -gloss enamel paint black in lieu of powder coating. He has had good luck with the
paint in past projects and found it to stand up to the weather quite well and made it easier to
touch up scratches and chips. Chairman Turk reviewed the 2018 fencing standard, and it
was his opinion the concern of the commission at this time this amendment was adopted was
to have afinish that would match the district and last.
A motion was made by Commissioner Emmite to approve the painting the decorative
bollards and chains with the She- Chem black enamel paint. Motion was seconded by
Chairman Turk. Motion carried, 5 Ayes and 0 nays.
6. —CONSENT AGENDA ---
Discussion and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City
of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to
determine whether such buildings or structures can be rehabilitated and designated on the
National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic
property as designated by the City Council of the City of Paris.

The commission reviewed the property and determined it does not fit the criteria as outlined
in the Historic Preservation Ordinance Article 9.05.005 and cannot be rehabilitated or
designated on the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City of Paris.
A motion was made to approve the consent agenda commission by Commissioner Kee,
seconded by Commissioner Knox, Motion carried 5 ayes, 0 nays.
7. Coordinators Report
National Alliance of Preservation Commission forum. is in Minneapolis. Cheri Bedford
applied for a grant for the commission. Chairman Turk is attending and there is an option
for one more commissioner, and preference will be given to those who are new or not going
to roll of
