The Building and Standards Commission of the City of Paris met for axegular session at 3:00 p.m.
on Tuesday, January 20th, 2026, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris,
TX 75460.

1. Call meeting to order.
Kim Walker, called the meeting to order at 3:00 p.m.
2. Approve minutes from the meeting of September 15, 2025.
A Motion was made by Kim Walker to approve minutes, seconded by Angie
Briscoe. Motion carried unanimously. 4-0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s)
and/or lien holder(s) of the below properties who have been given notice of a violation of
Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;"

Nicki Brown stated the structure has multiple broken windows and plywood
missing on the north side that people are climbing through to get inside the
building.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, secure structure within 30 days, or the city has the right to do so.
Motion made by Jesse Wallace JR, seconded by Kim Walker, to follow staff
recommendation. Motion carried unanimously. 4-0
B. 948 SE 5a', City Block 160, Lot 12-A
Owner: Joe Lynn Crawford; 3379 CR 1033, Greenville, TX 75401
Nicki Brown stated that the camper on the property is dilapidated and unsecure. The
doors are broken off and the ceiling tiles are falling due to water damage from the
roof. The camper is full of junk and rubbish and is also covered in vegetation.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, remove camper within 30 days, or the city has the right to do so.
Motion made by Angie Briscoe, seconded by Morgan Cline, to follow staff
recommendation. Motion carried unanimously. 4-0
C. 1127 E Grove, City Block 175-A, Lot 10

Nicki Brown stated the owner of the property is deceased. There are 3 campers on
the property that are dilapidated due to missing tires, wood and siding. There is junk
and rubbish throughout the entire property.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, remove camper within 30 days, or the city has the right to do so.
Motion made by Kim Walker, seconded by Angie Briscoe, to follow staff
recommendation. Motion carried unanimously. 4-0

Owner: Randall L Puetz SR; 1391 NE 12th, Paris, TX 75460
Nicki Brown stated there has been no contact with the property owner. A camper
is on the vacant lot with junk and outside storage. She contacted an occupant and
informed them of the meeting and the need to remove the camper.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, remove camper within 30 days, or the city has the right to do so.
Motion made by Jesse Wallace JR, seconded by Morgan Cline, to follow staff
recommendation. Motion carried unanimously. 4-0
E. 1518 W Houston, City Block 191, Lot 10
Owner: R L Jenkins; 970 Grove St, Paris, TX 75460
Nicki Brown stated there has been no contact with the property owner. A junk and
rubbish case has been opened, and there is a dilapidated accessory structure with
roof holes and fire damage from indoor grill use.
Nicki Brown's recommendation: Declare a nuisance, demolition of structure,
and vacate within 30 days, or the city has the right to do so.
Motion made by Angie Briscoe, seconded by Kim Walker, to follow staff
recommendation. Motion carried unanimously. 4-0
F. 1145 NE 6TH, City Block 93-A, Lot 5
Owner: Jean & Edgar Lynch; 920 Fitzhugh ST, Paris, TX 75460
Nicki Brown stated the camper tenant has been notified, but there has been no
contact with the property owner. The tenant removed the junk and said the camper
on the vacant lot will be moved on January 26, 2026.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, remove camper within 30 days, or the city has the right to do so.
Motion made by Angie Briscoe, seconded by Jesse Wallace JR, to follow staff
recommendation. Motion carried unanimously. 4-0
