MINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING
OF THE CITY OF PARIS, TEXAS
February 16th, 2026
The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m.
on Monday, February 16, 2026, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris,
TX 75460.

Call meeting to order.
Kim Walker, called the meeting to order at 3:00 p.m.
2. Approve minutes from the meeting of January 20, 2026.
A Motion was made by Kim Walker to approve minutes, seconded by Jesse
Wallace J. Motion carried unanimously. 4-0
Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s)
and/or lien holder(s) of the below properties who have been given notice of a violation of
Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;"
Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or
Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor
Storage;" Code of Ordinances of the City of Paris, Paris, TX.

Nicki Brown stated the structure has a hole in the roof and there is missing and
deteriorated wood. The structure is unsecure. There has been no contact with the
property owner. We had previously taken this property to BSC but the publishing
was not done in the allotted timeframe.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, demolish structure within 30 days, removal of junk and rubbish
within 30 days, or the city has the right to do so.
Motion made by Jesse Wallace Jr, seconded by Alexander Moore, to follow staff
recommendation. Motion carried unanimously. 4-0
B. 548 NE lsst, City Block 92, Lot 4

Nicki Brown stated the structure has foundation damage, there is missing and
deteriorated wood, and there are holes in the roof. There has been no contact with
the property owner. We had previously taken this property to BSC but the
publishing was not done in the allotted timeframe.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, demolish structure within 30 days, the city has the right to do so.

Nicki Brown stated the structures foundation is sinking, there is missing and
deteriorated wood, and there are holes in the roof. There has been no contact with
the property owner. We had previously taken this property to BSC but the
publishing was not done in the allotted timeframe.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, demolish structure within 30 days, removal of junk and rubbish
within 30 days, or the city has the right to do so.

Nicki Brown stated the structure has severe fire damage and is not able to be
rehabilitated. There is junk and rubbish throughout the property. There has been
no contact with the property owner. We had previously taken this property to BSC
but the publishing was not done in the allotted timeframe.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, demolish structure within 30 days, removal of junk and rubbish
within 30 days, or the city has the right to do so.

recommendation. Motion carried unanimously. 4-0

Nicki Brown stated the structure has missing and deteriorated wood surrounding
it and is also sinking. There has been no contact with the property owner other
than an email which has not been responded to regarding rehabilitation plans. We
had previously taken this property to BSC for repairs but the publishing was not
done in the allotted tiuneframe.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, demolish structure within 30 days, removal of junk and rubbish
within 30 days, or the city has the right to do so.

recommendation. Motion carried unanimously. 4-0
F. 1741 Cedar; Gibbons -Braden Addition Block 17, Lot 8
Owner: Hunter Price Sr.; 908 Larue Drive, Cedar Hill, TX 75104
Nicki Brown stated the structure has holes in the ceiling, holes in the side of the
house, missing and deteriorated wood, and is unsecure. There is junk and rubbish
throughout the property. There has been no contact with the property owner. We
had previously taken this property to BSC but the publishing was not done in the
allotted timeframe.

Owner: George LaFlamme; 1177 E Grove St, Paris, TX 75460
Nicki Brown stated the structure has severe fire damage and is unable to be
rehabilitated. The owner passed in the fire and there has been no contact with any
heirs. There is junk and rubbish throughout the entire property.
Nicki Brown's recommendation: Declare a nuisance, vacate property within
30 days, demolish structure within 30 days, removal of junk and rubbish
within 30 days, or the city has the right to do so.
Motion made by Kim Walker, seconded by Alexander Moore, to follow staff
recommendation. Motion carried unanimously. 4-0
