at 5:30 p.m. on Monday, May 11, 2026. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. One or all Council Members may be

17. Receive presentation from Steve Marriott about the finance department.
Finance Director Steve Marriott reported the finance department had eight employees,
which included accounts payable and warehouse/purchasing divisions. He reviewed the duties
and responsibilities of the divisions.
18. Receive presentation from Steve Marriott about the March monthly financial report.
Mr. Marriott reviewed the March monthly financial report beginning with the general
fund revenues, general expenditures, general funds results, utility fund revenues, utility fund
expenditures, airport fund revenues, and airport fund expenditures. Staff answered questions
from City Council.

19. Discuss and act on ORDINANCE NO. 2026-009: Amending Chapter 5, "Business
Regulations," Article 5.05, "Solicitors, Vendors and Handbill Distributors," by adding
Division 3, "Donation Boxes."
City Attorney Stephanie Harris said she presented a draft ordinance to City Council on
April 13t' that was modeled after the City of Arlington, which had been vetted in the courts. She
explained that this ordinance regulated location of boxes, setbacks, signage, construction
materials, size and appearance of boxes. She suggested that the effective date be June 1, 2026,
which would allow the Staff to get permitting procedures in place, as well as get the word out
about the boxes.
Following a brief discussion, a Motion to approve this item was made by Council
Member Norment and seconded by Council Member Attebury. Motion carried, 5 ayes — 0 nays.
20. Discuss and act on ORDINANCE NO. 2026-010: Amending Appendix A, "Fee
Schedule," Section A3.002, "Development and General Construction and Planning
Permit Fees," of the Code of Ordinances of the City of Paris.
Building Official Duke McGee depicted slides reflecting fee comparisons with the City
of Paris and other cities. He explained the need for adjustments to permit, plan review, inspection
and administrative fees. Mr. McGee explained the adjustments would reflect the true cost of
service, delivery, improve clarity and consistency across permit types, modernize fees for
emerging technologies, ensure that recurring inspections and high -frequency review processes
were appropriately supported, and maintain fairness to existing residents by placing development
costs on the development community rather than the general tax base.
A Motion to approve this item was made by Council Member Putnam and seconded by
Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays.
21. Discuss and act on ORDINANCE NO. 2026-011 amending Chapter 4, Article 4.02,
"Construction Codes and Standards," of the Code of Ordinances; repealing the adoption
of the 2021 International Building Code, the 2021 International Residential Code, the
2021 International Existing Building Code, the 2021 International Plumbing Doe, the
2021 International Fuel Gas Code, the 2021 International Mechanical Code, and the 2020
National Electrical Code; adopting the 2024 Editions of the International Building Code,
the International Residential Code, the International existing Building Code, the
International Plumbing Code, the International Fuel Gas Code, the International
Mechanical Code, and the 2024 International Code Council Perfonnance Code (ICCPC);
adopting the 2023 edition of the National Electrical Code; adopting the 2024
International Property Maintenance Code for Citywide application; adopting Local
Amendments and adopting the full revised text of Chapter 4, Article 4.02, including
Contractor Registration Requirements, Contractor Classifications, and Contractor
Responsibilities, as set out in Exhibit A; providing for conflicts, repealer, severability,
and penalty; and declaring an effective date.

Mr. McGee explained the importance of these codes and amendments, specifically the
ICC Codes ensured the City maintains best practices in building safety, aligns national standards
and remains competitive in BCEGS scoring. He said these codes incorporated updated
engineering principles, new technologies, modern life -safety standards, ICC certification
requirements for building officials and inspectors, and improved clarity across all building
disciplines.
A Motion to approve this item was made by Council Member Attebury and seconded by
Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays.
22. Convene into executive session pursuant to Section 551.072 of the Texas Government
Code, to deliberate the purchase, exchange, lease, or value of real property if deliberation
in an open meeting would have a detrimental effect on the position of the governmental
body in negotiations with a third person.

28' NW Sewer Main Improvements
DATE: May 11, 2026
BACKGROUND: At the February 23, 2026, City Council meeting, a contract was awarded to
Superior Equipment Solutions, LLC in the amount of $575,000.00 for the 28' Street NW Sewer
Main Improvements Project. Subsequently, it was learned that easement acquisition for this
project was not complete. City Staff was informed by the grant administrator that moving forward
could jeopardize the grant. Upon discussion between City Staff, Hayter Engineering and
GrantWorks, it was decided the best action would be to repeal the former action and City Council
took action on March 9, 2026.
STATUS OF ISSUE:
City Staff has been informed that easement acquisition is complete and is bringing this item back
to City Council for approval.
BUDGET: If approved, the project will be paid from TxCDBG grant funds in the amount of
$500,000.00 and the City's match of $75,000.00. Hayter Engineering has verified the accuracy
and completeness of their bid and found all references to have provided positive feedback about
the company's work performance and capabilities.
RECOMMENDATION: Approve a contract with Superior Equipment Solutions in the amount of
$575,000.00 ($500,000.00 to be paid from TxCDBG grant funds and $75,000.00 from the City
representing the City's match) for the 28`h NW Sewer Main Improvements; and authorize the City
Manager to execute all necessary documents.

BACKGROUND: On January 26, 2026, by Resolution Number 2026-004, City Council ordered
the Regular Municipal Election for the purpose of voters to elect Council Members from
Districts 1, 2, 3 & 6.
STATUS OF ISSUE: On February 18, 2026, the City Clerk issued a Certificate of Unopposed
Candidates for Districts 1, 2,3 & 6.
On April 19, 2026, Mickey Ellis, candidate for Council District Two, submitted his resignation
effective May 11, 2026. That resignation was received and approved by the City Council on

Section 2.053, deem it appropriate that the candidates for election as City Council Members
for Districts 1, 2, 3, and 6 be declared elected to office and that no election should be held in
those Districts; and,
WHEREAS, as a consequence of said Ordinance No. 2026-003, the candidate for
District 1, Stacy Laddell; the candidate for District 2, Mickey Ellis; the candidate for District
3, Gary Savage; and the candidate for District 6, Alix Putnam were declared elected to
office; and,

Section 1. That the findings set out in the preamble to this resolution are hereby

Section 2. That, in accordance with Ordinance No. 2026-003 (which, in compliance
with state law and the certification of the City Clerk, declared elected to office the
candidates for ,Council Districts 1, 2, 3, and 6), the following Council Members have been
previously declared elected to office, certified as having been authorized to serve in said
position, and are hereby designated as Council Members for Districts 1, 3, and 6 in
accordance with state law for the next ensuing two (2) years, such term to begin
immediately following the adoption of this resolution as follows: Council Member from

by a majority vote of the remaining members of the Council by the selection of a person

In order to move forward with selecting a person to serve as the City Council District Two
Council Member, it is necessary to decide on a process by which to fill the vacant position.

BACKGROUND: The City of Paris Engineering Department, Police Department, and Public
Works Department were tasked by the City Manager to evaluate a request from the Director of
the Paris Boys & Girls Club to improve traffic safety along 1 st Street NE in front of the Boys &
Girls Club facility. The primary concern is creating a safer environment for children being
dropped off, picked up, or crossing the street during after-school activities and events.
Currently, motorists frequently use this roadway as a shortcut to access nearby businesses, often
traveling at excessive speeds. Initial discussions included the installation of speed humps;
however, after careful review and plamling, staff determined that the most effective solution
would be to convert 1 st Street NE from Hickory Street to Center Street from a two-way street to
a one-way street.
STATUS OF ISSUE: In February 2026, the Director of the Boys & Girls Club of Paris met
with Police Chief Richard Salter, City Manager Rose Beverly, Public Works Director Michael
Smith, and Engineering Department Manager Steve Hodges to discuss converting the street to
one-way northbound traffic in order to improve the safety of children during drop-off and pick-
up times.
Following the meeting, the Engineering Department, Public Works Department, and Police
Department collaborated to develop a new striping and traffic control layout to accommodate the
proposed traffic flow change. All departments involved have reviewed and approved the
proposed plan.
BUDGET: The estimated cost to implement the proposed changes, including necessary signage
and pavement markings, is approximately $2,000.00 and can be accommodated within the current
Traffic Department budget.
RECOMMENDATION: Staff recommends approval of the attached ordinance to change I st
Street NE from Hickory Street to Center Street to one-way traffic.

Northbound one-way traffic."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the

remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any provision of this ordinance shall be guilty
of a Misdemeanor, and upon conviction, shall be subject to a fine in accordance with
provisions of Sec. 1.01.009 of the City of Paris Code of Ordinances, and each and every day's

BACKGROUND
On Monday, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular
meeting and deliberated on the Zoning Change with Special use Permit (SUP) application, where
the Commission voted to recommend approval of the item above.
The applicant James O'Bryan, DVM is requesting a zoning change from Single -Family Dwelling
(SF -2) District to a General Retail (GR) District with a Specific Use Permit (SUP) for Veterinary
Clinic -Large Animals. The lot is approximately 79,200sgft. (1.82 acres) and currently vacant. The
applicant is proposing to construct a new Veterinary Clinic with a concentration on large animals.
To establish a Veterinary Clinic business, it is only allowed in a General Retail (GR) zoning
district with a Specific Use permit. This requirement has necessitated the need for a zoning change
to allow for the proposed use for a Veterinary Clinic. Furthermore, the Future Land Use Map for
this lot is guided by Retail (R) and one-third portion to the back being Low Density Residential
(LDR) hence there is no need for a Comprehensive Plan Amendment of the said property.
Access and connection to utilities are available at this location. Commercial development in this
location will provide conformity and will serve the immediate and long-term needs of the vicinity.
However, an appropriate measure must be provided to the south portions of adjacent residential
zoning districts to minimize incompatible uses between residential and retail or commercial uses,
probably due to odor pollution or noise nuisance.

Retail (GR) District to comply with the Zoning Code Use of Land and Building sec 8-107 and

BACKGROUND
On Monday, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular
meeting and deliberated on the Special use Permit (SUP) application, where the Commission
voted to recommend approval of the item above.
The applicants, Floyd and JoAnn Williams are seeking a Specific Use Permit in a Neighborhood
Services District. The lot is currently vacant. The existing building on the lot that was under
remodeled has collapsed recently. In the past, the building was used as residential and use was
changed to commercial. Under the current zoning district being Neighborhood Services district,
residential use is not permitted as of right. It will have to be allowed as Special Use Permit under
the zoning ordinance subsection 8-101 Primary Residential Uses. Furthermore, the Future Land
Use Map for this lot is guided by Low Density Residential (LDR) hence there is no need for a
Comprehensive Plan Amendment of the said property.
Access and connection to utilities are available at this location. Commercial development in this
location will provide conformity and will serve the immediate and long-term needs of the vicinity.
However, an appropriate measure must be provided to the south portions of adjacent residential
zoning districts to minimize incompatible uses between residential and retail uses, probably due
to noise or nuisance.

SPECIFIC USF PERMITS
The City Council of the City of Paris, Texas, after public hearing and proper notice to all parties
affected and after recommendations by the Planning and Zoning Commission may authorize the
issuance of specific use permits for the following types of uses in the following districts:
According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and
recommend said Special Use Permit request and the Planning and Zoning Commission in

considering and determining its recommendation and the City Council on any request for a
Specific Use Permit shall require from the applicant Site plans and supportive plans, information,
operating data and expert evaluation concerning the location, function and characteristics of any

ISSUE:
Applicants' interest is to allow the property to be used as residential under Specific Use Permit.
Current zoning District is Neighborhood Service that allows residential use as Specific Use
Permit. Over the years, the property has undergone different uses from residential to commercial
and now back to a request for residential use under Specific Use Permit. If approved, this will
comply with the Zoning Code Use of Land and Building sec 8-101 Primary Residential Uses that
will allow residential use under Special Use Permit.
ANALYSIS
• The land to the North is currently zoned Two -Family Dwelling (2F) District and is guided by
Low Density residential-(LDR), with land uses as residential.

ISSUE:

added are zoned Agriculture (A). Therefore, there is a need for a zoning change to Planned
Development (PD) before they can be added to the existing Planned Development (PD) District.
The proposed uses such as Single -Family, Multi -Family and Commercial will be more suitable
for Planned Development Project. The zoning change at this site location from Agricultural (A)
to Planned Development will be compatible with the current zoning in surrounding areas.
Invariably, the Future Land Use Map indicates that the properties in question and surrounding
areas are guided by Low Density Residential (LDR), Medium Density Residential (MDR) and

WHEREAS, the adoption of the proposed Comprehensive Plan shall not, in
accordance with Section 213.004 of the Local Government Code, limit the ability of
the City of Paris to prepare other plans, policies, or strategies related to land use and
land use planning as required; and
WHEREAS, in 2001, the City Council adopted a City of Paris, Texas
Comprehensive Plan and Future Land Use Map; and
WHEREAS, in 2018, the City Council adopted the last significant revisions to
the Comprehensive Plan and the Future Land Use Plan and has since approved minor

WHEREAS, the City Council of the City of Paris, Texas, received a petition for

the City Zoning Ordinance, and having considered the recommendations of the Planning and
Zoning Commission and the testimony and evidence introduced at said public hearing, found
and determined that approving the aforesaid zoning change would be consistent with the
Comprehensive Future Land Use Plan of the City of Paris, consistent with the City Zoning
Ordinance, and would be in the best interests of the public health, safety, and welfare of the
citizens of the City of Paris by a vote of ayes and nays.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved and are incorporated herein for all purposes.
Section 2. That the Official Zoning Map of the City of Paris, Texas and Zoning
Ordinance No. 1710 of the City of Paris is hereby amended to change the zoning from an

Section 5. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section 6. That it is the intention of the City Council of the City of Paris that this
ordinance and every provision hereof shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 7. That any person violating any provision of this ordinance shall be guilty
of a Misdemeanor, and upon conviction, shall be subject to a fine in accordance with
provisions of Sec. 1.01.009 of the City of Paris Code of Ordinances, and each and every day's

deemed a separate offense.
Section 8. This ordinance shall become effective from and after its passage and

BACKGROUND
On Monday, May 4, 2026, the City of Paris Planning & Zoning Commission held its regular
meeting and deliberated on the Zoning Change with Special use Permit (SUP) application, where
the Commission voted to recommend approval of the item above.
The applicant Naor Biringer on behalf of M Root S. LLC is requesting a zoning change from an
Agricultural (A) District to a Commercial (C) District with a Specific Use Permit for the existing
Self -Storage Mini Warehouse. There are numerous Self -Storage Mini Warehouse structures on
the existing 3.52 Acres. The applicant also proposes establishing a Tattoo and Body Piercing
Shop in the front building that will be allowed right after the zoning change to commercial district.
The current Agricultural (A) District is not appropriate for existing Self -Storage Mini Warehouse,
hence a nonconforming use. Therefore, a zoning change to a Commercial (C) District will be
much more appropriate for such uses. Nevertheless, although a Tattoo and Body Piercing Shop
will be permitted under Commercial (C) District, a Self -Storage Mini Warehouse on the other
hand will be allowed only under a Specific Use Permit. Furthermore, the Future Land Use Map
indicates Commercial use district for the property in question and surrounding area, making the
situation more conforming.
Access and connection to utilities are available at this location. Commercial development in this
location will provide conformity and will serve the immediate and long-term needs of the vicinity.

The City Council of the City of Paris, Texas, after public hearing and proper notice to all parties
affected and after recommendations by the Planning and Zoning Commission may authorize the
issuance of specific use permits for the following types of uses in the following districts:

(C) zoning district in. the City of Paris, Texas."
According to Section 12-101 of the Zoning Ordinance, "The city staff shall review and
recommend said Special Use Permit request and the Planning and Zoning Commission in
considering and determining its recommendation and the City Council on any request for a
Specific Use Permit shall require from the applicant Site plans and supportive plans, information,
operating data and expert evaluation concerning the location, function and characteristics of any
building or use proposed, The City Council may, in the interest of the public welfare and to assure
compliance with this ordinance, establish conditions of operation, location, arrangement and
construction of any use for which a pen -nit is authorized."
The applicant wants to add a Tattoo and Body Piercing Shop to the existing Self -Storage Mini
Warehouse; however, the current zoning that is Agricultural (A) is not appropriate for such use
type. Invariably, the existing Self -Storage Mini Warehouse under the current Agricultural (A)
District is classified as a nonconforming use. Therefore, the best option to add the Tattoo and
Body Piercing Shop to the existing Self -Storage Mini Warehouse is to require a zoning change
from Agricultural (A) to Commercial (C) District. This proposed zoning change will apparently
trigger the existing Self -Storage Mini Warehouse to be permitted under Specific Use Permit.
The zoning change at this site location from Agricultural (A) to Commercial (C) will be
compatible with the Surrounding areas. Invariably, the Future Land Use Map indicates that the
property in question and surrounding areas is guided for Commercial (C), making it appropriate
for future uses. This condition allows for zoning change and becomes compatible for future
growth. All improvements and construction shall conform to the standards required by the City
of Paris.

BACKGROUND:
Thus far this fiscal year there have been several changes that have caused the need for a
budget amendment before year end. The largest of these changes are the adoption of
stipends for Fire and EMS personnel. Since we needed to adopt a budget amendment for this
change, we decided that it made sense to perform a global review and amend budgets as
needed. To that end, we have prepared an ordinance amending the 2025-26 budgets for the

Some of the larger items driving this amendment are the following:
• Dispatcher stipends and related benefits increased the General Fund budget by
$79,248.
• Fire stipends and related benefits increased the General Fund budget by $368,648.
• EMS stipends and related benefits increased the General Fund budget by $215,371.
• Building demolitions increased the General Fund budget by $108,140. This increase
was offset by a RAM Foundation donation.
• Construction of the Belford parking lot increased the General Fund budget by
$120,596.
• The pump track lighting project increased the General Fund budget by $57,313. This
increase was offset by a RAM Foundation donation.
• Property tax grants increased the General Fund budget by $68,971.
• Sales tax grants increased the General Fund budget by $136,586.
• The meter replacement program increased the Water Fund budget by $100,000.
• Vehicle purchases increased the Water Fund budget by $69,177. These purchases
were omitted from the original budget.
• Grant match for the Sewer CDBG project increased the Water Fund budget by
$75,000.
• Audit fees increased the Water Fund budget by $45,721. This is because the City paid
for two fiscal years' audits this year.
RECOMMENDATION: For Council to approve the Budget Amendment Ordinance in order to
authorize the additional expenditures and help to ensure that the City is following state law
as it relates to the budget.
