Osei Arno Mensah Absent Board Members Boyd Hale, Lalonna West, Alexis Winston, Alternate Kyle Abshire, Alternate Alix Putman, Council Liaison. Guests: Marvin Gorley Barbara Wilson 1. Chairman Turk called the meeting to order at 4:03 p.m. 2. Citizens' forum: no one was present to speak to the Citizens Forum 3. Review meeting minutes of March 11, 2026 A motion was made by Commissioner Coyle, seconded by Commissioner Emmite, motion carried 6 ayes, 0 nays. 4. Discussion and possible action on the sign grant in the amount of $724.73. a. Taco Queretaro 208 S. Main Street, Marvin Gorley Mr. Gorley provided photos of the completed project and the receipts to validate the expenditure. He was present to answer questions. Chairman Turk expressed the signage played off'the gas station theme very well. Repurposing the existing signage was a plus. The commission had positive feedback on the signage. Chairman Turk called for a motion. Commissioner Emmite made a motion to approve theJa(ade grant as requested, seconded by Commissioner Kee, Motion carried 6 Ayes, 0 nays. 5. Consent agenda: The commission reviewed the following list of properties and determined they do not fit the criteria as outlined in the Historic Preservation Ordinance Article 9.05.005 and cannot be rehabilitated or designated on the National Register ot'Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. 14310thNE, 406NE1477i,5414TH STSW A motion was made to approve the consent agenda commission by Charman Turk, seconded by Commissioner Emmite, Motion carried 6 ayes, 0 nays. 5. Discussion and act on adoption of the updates made to the Rules of Procedure for the Historic Preservation Commission. A motion was made by Commissioner Coyle to adopt the changes to the Rules and Procedures for the .Historic Preservation Commission, seconded by Commissioner Kee, motion carried 6 ayes, 0 nays. 6. HPO Report: Ms. Bedford reviewed the documents in the shared hyperlink and notebook for the Commission Training Materials. In discussion with Code Enforcement on the Buildings and Standards Commission reviews, houses that have been completely burned out will no longer be brought to the HPC far review. The commission was asked about the special meeting time being changed, and made the decision to host the special meetings as needed on the second floor Qf'the City Council Chambers Hayley Reynolds was introduced to the commissioners. 7.
