05/18/2026 MinutesMINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS May 18, 2026 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, April 20, 2026, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris, TX 75460. Present: Board Members: Absent: City Representatives: Call meeting to order. Kim Walker Morgan Cline A.W. "Plug" Clem Angie Briscoe Alexander Moore Jesse Wallace Jr Nicki Brown — Code Enforcement Supervisor Jacie Brown — Code Enforcement Melissa Shaffer —Code Enforcement Elisabeth Payne — Code Enforcement Cade Oats — Fire Marshal Kim Walker, called the meeting to order at 3:00 p.m. 2. Approve minutes from the meeting of April 20, 2026. A Motion was made by Angie Briscoe to approve minutes, seconded by A.W. "Plug" Clem. Motion carried unanimously. 4-0 Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX. A. 635 Grand Ave; City Block 124, Lot 2 Owner: Mulberry Stanas Series LLC; 3550 N Lakeline BLVD #170-1126, Paris, TX 75460 Jacie Brown stated there has been no contact with the property owner. The property has extensive fire damage throughout the structure. The structure is unsecure. Jacie Brown's recommendation: Declare a nuisance, vacate property within 30 days, removal of junk and rubbish within 30 days, Demolish within 30 days or the city has the right to do so. Motion carried unanimously. 4-0 B. 140 31" NW; Mayer Addition Block 2, Lot 5 Owner: Katie Irene Young; 103 County Road 14655, Paris, TX 75462 Jacie Brown stated there has been no contact due to the property owner being deceased, however Code Enforcement did get in touch with the daughter in law to the property owner. They stated that they do not want anything to do with this property and have been sent a right of indemnification form to sign and return along with papers proving heirship. The structure has severe water damage throughout along with a collapsed ceiling, sagging roof, and it is unsecure. There is also foundation damage on the Eastside and Northside of the structure. Code Enforcement has received multiple complaints regarding vagrants going in and out of the structure. Jacie Brown's recommendation: Declare a nuisance, vacate property within 30 days, secure the structure within 30 days, the city has the right to do so. Motion made by Kim Walker to secure the structure in 14 days and vacate within 30 days, seconded by Morgan Cline, to follow staff recommendation. Motion carried unanimously. 4-0 C. 6087 1h NW; Hayes Addition Block 1, Lot 21 Owner: Billy Gene & Linda Fuller; 3400 Clarksville St Apt D, Paris, TX 75460 Jacie Brown stated there has been no contact with the property owners. The structure is unsecure, no floor due to water damage in the back room, leaking roof, water damage to the ceiling, missing and deteriorated wood, and foundation damage. Code Enforcement has received complaints of vagrants at this residence. Jacie Brown's recommendation: Declare a nuisance, vacate property, demolition of structure, and removal of junk and rubbish within 30 days, or the city has the right to do SO. Motion made by Angie Briscoe, seconded by Morgan Cline, to follow staff recommendation. Motion carried unanimously. 4-0 D. 1114 Cedar; Campbell Addition Block 1, Lot E 50' 10, 11, 12 Owner: Rossie Marie Fox; C/O William Heath, 1102 Cedar Street, Paris, TX 75460 Jacie Brown stated that they have spoken to Mr. Heath and were in agreement that the structure needed to be demolished however due to underlying health conditions he had no time frame as to when he could get this finished. The structure is a dilapidated accessory shed located on a vacant lot that has missing and deteriorated wood and is collapsing. Motion carried unanimously. 4-0 E. 1900 Clarksville; Speedy Stop NO 8 Addition Block A, Lot 1 Owner: Ali Hariwan & Mehvan Besfki; 6319 Falcon Crest LN, Sachse, TX 75048 Jacie Brown stated that the property owner has complied and no further action is necessary. F. 1531 NE 12th; East Park Addition Block E, Lot 4 Owner: Virginia & Curtis Harris Estate; C/O Wanda Johnson, 1615 NE 17th Street, Paris, TX 75460 Jacie Brown stated that Code Enforcement has spoken to Mrs. Johnson and her niece in regards to demolishing this structure. They were unable to sign a right of indemnification form due to the will having not been probated. The front of the structure has missing siding, the carport that has a room directly above is leaning and detatching from the house, missing shingles, excessive vegetation. There is an accessory building that is located in the back of the property that is collapsing as well. Jacie Brown's recommendation: Declare a nuisance, vacate, demolish structure, remove junk and rubbish within 30 days, or the city has the right to do so. Motion made by A.W. "Plug" Clem, seconded by Kim Walker, to follow staff recommendation. Motion carried unanimously. 4-0 Adjournment.
