ORDINANCE NO. 2026-022 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, AMENDING SUBDIVISION ORDINANCE NO. 1315 BY ADDING <br />ARTICLE II, "TECHNICAL STANDARDS MANUAL AND ENGINEERING <br />STANDARD DETAILS BOOK;" ADOPTING THE CITY OF PARIS <br />TECHNICAL STANDARDS MANUAL (TSM) AND ENGINEERING <br />STANDARD DETAILS BOOK (ESD) BY REFERENCE AS THE <br />OFFICIAL ENGINEERING DESIGN, CONSTRUCTION, TESTING, <br />INSPECTION, AND INFRASTRUCTURE DEVELOPMENT STANDARDS <br />OF THE CITY; PROVIDING A REPEALER CLAUSE; PROVIDING A <br />SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; <br />PROVIDING A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE <br />DATE. <br />WHEREAS, by city Ordinance No. 1315, the City Council of the City of Paris <br />enacted a Subdivision Ordinance to regulate subdivision and development of land <br />located inside the corporate City limits and the extraterritorial jurisdiction of the City of <br />Paris, Texas; and, <br />WHEREAS, the City of Paris is authorized by the Constitution and laws of the State <br />of Texas to regulate subdivisions, public improvements, infrastructure development, and <br />engineering standards within its jurisdiction; and <br />WHEREAS, the City has prepared a Technical Standards Manual ("TSM") and <br />Engineering Standard Details Book ("ESD") to establish uniform requirements for <br />engineering design, plan preparation, construction, testing, inspection, and acceptance <br />of public improvements and infrastructure; and <br />WHEREAS, the TSM and ESD are intended to provide a single, comprehensive <br />source of engineering standards for the City, replacing reliance upon multiple guidance <br />documents, legacy standards, and informal practices; and <br />WHEREAS, adoption of the TSM and ESD will improve consistency, transparency, <br />predictability, public safety, infrastructure quality, and coordination among City staff, <br />developers, engineers, contractors, and the public; and <br />WHEREAS, at its June 1, 2026, meeting, following notice and publication as <br />required by law, the Planning and Zoning Commission conducted a public hearing on <br />the proposed amendments contained in this ordinance, including the TSM and ESD, <br />following said hearing made formal recommendation to the City Council to approve <br />same; and <br />WHEREAS, on June 22, 2026, following notice and publication as required by <br />law, the City Council of the City of Paris conducted a public hearing on the proposed <br />amendments, and having considered the recommendations of the Planning and Zoning <br />Commission and the testimony and evidence introduced at said public hearing, found <br />and determined that the proposed changes to the City's Subdivision Ordinance, as set <br />out below, are in the best interest of the public health, safety, and welfare of the citizens <br />of the City of Paris by a vote of 5 ayes and 0 nays. <br />
