Amended AgendaAMENDED CITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, July 13, 2026. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. One or all Council Members may be attending remotely, but the feed will be available for live viewing at httss://panstexas.ov/public. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. United States Pledge of Allegiance & Texas Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes, and remarks must be limited to matters of city business. Speakers will not be allowed to cede speaking time to others. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, including but not limited to claims in pending litigation, as well as individual personal appeals are not appropriate, for citizens' forum.) If'necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meetings of June 15, 2026 (regular), June 26, 2026 (workshop), and June 22, 2026 (regular). 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Visitors & Conventions Council (5-18-2026) b. PEDC (5-29-2026) 7. Approve a contract with Brycer, L.P., for services related to annual inspections to fire protection systems. 8. Approve an amendment to the ground lease agreement between the City and LT Wings, LLC. and an assignment of a ground lease at Cox Field Airport Hangar No. 3 from LT Wings, LLC to HT Aero, LLC. Regular Agenda 9. Discuss, conduct a public hearing and act on an Ordinance regarding the petition of James O'Bryan, DVM for a zoning change from s Single -Family Dwelling (SF -2) District to a General Retail (GR) District to a General Retail (GR) District with a Specific Use Permit (SUP) for Veterinary Clinic -Large Animals on LCAD 13152, Legal Description: Mayer Addition, Block 8, Lots 1 & 2, 3147 Bonham St. 10. Discuss and act on a Resolution approving a Development Agreement with Lone Star Planned Developments, LLC relating to the City of Paris Tax Increment Reinvestment Zone No. 2 (Forestbrook Boulevard). 11. Discuss and act on a Resolution approving a residential tax abatement and economic development agreement with R4U Ventures, LLC as a part of the 5 in 5 Housing Infill Redevelopment Program for Washington Heights Addition, Lot 2, Block 4, E. Garrett St., and Lot 13, Block 72-A, 606 E. Grove St. 12. Discuss and act on an Ordinance amending Chapter 12.05 of the Code of Ordinances relating to fats, oils, greats (FOG), grease interceptors, oil/water separators, sand/oil separators and associated pretreatment requirements. 13. Receive and discuss the May financial reports. 14. Convene into executive session pursuant Section 551.072 of the Texas Government Code, to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. 15. Convene into open session and possibly take action on those matters discussed in executive session. 16. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 17. Adjournment.
