Barbara Wilson. 1. Call meeting to order -Chairman Chairman Turk called the meeting to order at 4:03 2. Citizen's forum No one spoke at the citizens forum 3. Review meeting minutes of May 13, 2026 A motion was made to approve the minutes by Commissioner Kee, seconded by Commissioner Emmite, Motion carried, 6 ayes, 0 nays. 4. Discussion and possible action on the following Certificate of Appropriateness COA 26- 000014 HD 1, Property ID CITY BLOCK 11, LOT 6. 124 S. MAIN ST, Steven Clifford, applicant Dr Clifford gave an overview of the project. The property owners will replace deteriorated wood on the canopy and doors, and the coverings that are in place of the transom windows. Their second story windows are deteriorated, so they requested replacement of the aluminum clad wooden windows. The paint will match the existing color palate. Commissioner Emmite asked Chords what was under the plywood covers above the canopy and if the transoms were still there. The commissioner reviewed a historic photo from the 1980's and there were decorative transoms. Mr. Chord agreed to investigate what was there and come back to the commission if they found them and discuss options. A motion was made to approve the window replacement with aluminum clad wooden windows and replace wood and repaint the front as needed by Chairman Turk, seconded by Commissioner Kee. Motion carried 6 ayes, 0 nays 5. Update to 425 Church Street- David Chase, Architexas David Chase, from Architexas, presented a power point and an update on the landscaping and exterior of the renovations of the historic Scott Mansion. The landscape details included location of the pool and choice of shrubbery and the relocation of some driveway entrances and sidewalk enhancements. The commission took no action. 6. Subcommittee National Register District HD-1 update -Chairman Chairman Turk discussed the options of updating the National Register Commercial District listings for downtown. Waiting on more information and potentially sending out RFP for assistance and potential CLG grant. This would assist property owners with more incentives by completing the first step of the Federal and State Tax Credits requirements. 7. AGENDA --- Discussion and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris The commission reviewed the addresses and property photos provided by the Code Enforcement officers. No property was pulled by the commission for additional historic review. A motion was made by Commissioner Emmite to approve all of the properties for BSC orders, seconded by Commissioner Kee.
