RESOLUTION NO. 2026-031 A RESOLUTION • THE CITY COUNCIL OF THE CITY • PARIS, TEXAS, ORDERING A SPECIAL • • • 3,2026, FOR THE PURPOSE OF - •.••• * PROPOED TAX RATE THAT EXCEEDS THE VOTER - APPROVAL TAX RATE • THE 2026 TAX YEAR. WHEREAS, on August 10, 2026, the City Council of the City of Paris, Texas ("City Council") approved Ordinance No. _adopting and levying the ad valorem taxes for the tax year 2026 at a rate of $0.572390 per $100 assessed valuation of all taxable property within the corporate limits of the City of Paris, Texas ("City"); and WHEREAS, for the 2026 tax year, the voter -approval tax rate, as defined in the Texas Tax Code, is $0.472068; and WHEREAS, the purpose for which the City Council adopted a tax rate exceeding the voter -approval tax rate is for the purpose of funding competitive pay for first responders and other city workers, stabilize the city's budget, and fund street repairs and preventative street maintenance WHEREAS, Texas Tax Code § 26.07 provides that if the City Council adopts a tax rate that exceeds the voter -approval tax rate, the registered voters of the City at an election held for that purpose must determine whether to approve the adopted Tax Rate and that the City Council shall order that the election be held in the City on the uniform election date prescribed by Texas Election Code § 41.001 that occurs in November of the applicable tax year; and WHEREAS, it is necessary that the City Council order a special election to be held on November 3, 2026, for the registered voters of the City to determine whether to approve the adopted tax rate for tax year 2026. NOW, •- BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: SECTION 1. Eingiggl. The findings contained in the preamble of this resolution are determined to be true and correct and are hereby adopted as a part of this resolution. SECTION 2. Special Election Ordered. A special election is hereby ordered and shall be held in the City on November 3, 2026, for the purpose of submitting to the registered voters of the City the proposition provided herein. The special election shall be held in accordance with the Texas Election Code, the Statutes of the State of Texas, and the Charter and ordinances of the City of Paris and shall be in conformity with the procedures set forth herein.
