L, Call meeting to order -Chairman
Chairman Turk called the meeting to order at 4:00 p.m.

No one spoke at citizensforum.
3. Introductions and welcoming of new commission members
All commissioners gave a small introduction of themselves and why they chose to serve
on a board or commission.
4. Review meeting minutes of June 10, 2026
A motion was made to approve the minutes of the June 10, 2026, meeting by
Commissioner Kee, seconded by Commissioner Knox. Motion carried 6-0
5. Discussion and possible action on the following Certificate of Appropriateness
A. CCA 26-000019- Brick repair and window replacement -Sheri Arnold
Sheri Arnold represented the application for the property located at 411-11 STNW and
reviewed the project scope. The projectplan is to replace approximately 10-15% of the
brick and rehab and repoint the whole building. Contractors are intending to match the
existing brick as closely as possible. Commissioners viewed photos provided and a street
view of the area that needed new bricks. There are signs ofspalling near the upper
parapet. Ms. Arnold confirmed there is water penetration in various portions of the
interior walls.
Ms. Arnold stated that it was necessary to replace the windows because the current
windows arefailing. They sought permission to remove the existing windows and replace
them withfiberglass windows. Chairman Turk askedfor more information on the
condition of the existing windows and ifthey needed replacement or could be repaired.

He also requested product specifications oj rne proposed windows they were planning to
use. Ms. Arnold didn't have those available at the meeting. Chairman Turk made a
recommendation to table thatportion of the COA application untilfurther information
could be received. The commission discussed allowing property owners to proceed with
partial approval of working on the bricks, until the necessary information was provided
for the window replacements.
A motion was made by Chairman Turk to approve the brick work as presented, and table
the windowsfor afuture meeting when the required information was available. The
motion was seconded by Commissioner Knox, Motion carried 6 Ayes, 0 nays.
6. --CONSENT AGENDA --
Discussion and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the
City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and
Structures," to- determine whether such buildings or structures can be rehabilitated and
desi hated on the National Re -TL*ster of Historiq., Places as a recorded Texas Historic
Landmark or as historic proly as desi natqd bv, the City Council,., of the City, of Paris

Commissioner Kee made a motion to approve the list ofsubstandard structures to be sent to
Building and Standards Commission because theproperties are not eligiblefor historic
designation. Motion was seconded by Chairman Turk. Motion carried 6 ayes, 0 nays
7. Annual election of commission officers
The commission made nominations for officers.
A motion was made to appoint Kelsey Turk as chairman of the board by Commissioner
Emmite and seconded by Commissioner Kee, motion carried 5 ayes, 0 nays
A motion was made by Chairman Turk and seconded 4-y Commissioner Knox to appoint
Millicent Kee as Vice -Chair, motion carried 5 ayes, 0 nays
A motion was made to appoint Michelle Scribner as secretary by Commissioner Emmite,
seconded by commissioner Kee, motion carried 5 ayes 0 nays.
8. Historic Preservation Officer Report (HPO)
Cheri Bedford gave an update on National Register amendment status., and other activities
happening downtown.
