The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday,
June 15, 2026, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris, TX 75460.

Call meeting to order.
Kim Walker, called the meeting to order at 3:00 p.m.
2. Approve minutes from the meeting of May 18, 2026.
A Motion was made by Kim Walker to approve minutes, seconded by Morgan Cline. Motion
carried unanimously. 4-0
Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien
holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03
entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled
"Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter
8, Article 8.10 entitled "Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX.
A. 1975 W Walker; Westside Addition, Block 1, Lot 4

Jacie Brown stated the owner is deceased and no contact with the heir. The property has junk and
rubbish scattered throughout the property. The owner's daughter, Torchie Beatty has legal
heirship and, she gave occupants permission to reside in property, we have no contact with
Beatty.
Jacie Brown's recommendation: Declare a nuisance, remove junk and rubbish, remove
outside storage within 30 days or the city has the right to do so.

B. 531 NW 4t"; City of Paris, Block 81, Lot 3
Property owner changed resulting in this property being brought back at a later date.
C. 541 SW 4t'; City of Paris, Block 136, Lot 16

Jacie Brown stated that we have had no contact with the owner. The structure is unsecure, water
damage, with missing and deteriorated wood throughout structure and that the roof is swaying.
There is also an accessory building that needs to be removed or demolished at the time of
demolishing the main structure. There is a camper that will be worked for removal separately.
Jacie Brown's recommendation: Declare a nuisance, vacate property, demolition of
structure, demolish accessory building and removal of junk and rubbish within 30 days, or
the city has the right to do so.

D. 143 NE 10th; City of Paris, Block, 31, Lot 4

Jacie Brown stated the property owner lives next door, and we did speak to him about declaring
property a nuisance and we have had no further contact. The roof ceiling is collapsing, the
structure is unsecure, hole in roof, water damage, an accessory building, and junk in rubbish
throughout property.
Jacie Brown's recommendation: Declare a nuisance, vacate, demolish structure, remove
junk and rubbish within 30 days, or the city has the right to do so.

E. 1540 W Shiloh ; Colonial Addition, Block 7, Lot 16
Owner: Jimmy Don and Glenda Ballard, 1540 W Shiloh Paris, TX 75460
Jacie Brown stated that there is no contact with owner and there is a vagrant residing in the
structure. The roof is collapsing, windows unsecure, and has been approved previously for demo
and is being brought back for vacate and demo.
Jacie Brown's recommendation: Declare a nuisance, vacate, demolish structure within 30
days, or the city has the right to do so.

F. 944 W Houston ; City of Paris, Block 46, Lot 13
Owner: Dennis R Hobgood, 944 W Houston, Paris, TX 75460
We recently cleaned this property under BSC orders for junk and rubbish removal. During the
cleanup, our abatement crew found buckets containing urine and feces in front of the property.
We spoke with resident Brittany Biggs, who stated the property has electricity but no water. She
also told Mr. Hooten, our Building Inspector, that they were renting the property from the ex-wife, who
lives in New Mexico. However, Mrs. Linda Hood, the ex-wife who resides in Alabama, stated both two
months ago and again this morning that she has never been contacted and has not given anyone
permission to live at the property.
After speaking with Mrs. Biggs, Lizzy and I returned to the property on June 1 to retag it for
BSC. Brittany's mother, Mrs. Arrington, stated that her mother owns the property because Mr. Hobgood
used it as collateral on a loan and the property was repossessed after nonpayment. We advised her that
no documentation has been Bled with the County Clerk to verify this claim and requested that any
supporting paperwork be provided before or at the meeting.
The power of attorney also stated that there is no authorized person available to grant permission
for occupancy. The deceased owner's two nieces in Louisiana cannot be contacted and reportedly have
no interest in the property.
The property has excessive junk and rubbish as well as outside storage surrounding the property.
There are multiple junk vehicles that have already been worked and will soon be ready to tow.
Jacie Brown's recommendation: Declare a nuisance, vacate, remove junk, rubbish and
outside storage, and secure within 14 days, or the city has the right to do so.

G. 623 SE 6th ; City of Paris, Block 163, Lot 5
Owner: Roddy Cal & Mickie ; 935 5th NE Paris, TX 75460
Jacie Brown stated that there is no contact with the owner, HPC has approved this for demo after
multiple attempts to save it. The porch has fallen, the interior wood is showing. The addition has
separated, wood is deteriorated, signs of water damage, and the ceiling is collapsed.
