MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE (TIRZ) BOARD NO. 1 <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER, 107 E. KAUFMAN ST, PARIS TEXAS <br />THURSDAY, JANUARY 8, 2026 <br />4:00 O'CLOCK P.M. <br />Members present: Cody Head, Chairman; Miles Mathieu, Vice -Chairman; <br />Maureen Hammond, Reeves Hayter, Dillon Cecil and Pam <br />Norwood <br />Members absent: Brad Archer <br />City Staff: Rose Beverly, City Manager; Emily Secrest, Government <br />Analyst; Stephanie Harris, City Attorney; Steve Marriott, <br />Finance Director; Skylar Unger, Deputy City Clerk; and <br />Steve Hodges, Engineering Department Manager <br />1. Call meeting to order. <br />Chairman Head called the meeting to order at 4:00 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />3. Approve minutes from the Meeting on October 9, 2025. <br />A Motion to approve the Minutes was made by Vice -Chairman Mathieu and seconded by <br />Ms. Norwood. Motion carried, 6 ayes — 0 nays. <br />4. Discuss and approve the FY 2024-2025 Annual Report for TIRZ No.l . <br />City Attorney Stephanie Harris explained that Texas Tax Code Section 311.016 requires <br />the governing body of a taxing entity that creates or participates in a TIRZ to file an annual report <br />with the Texas Comptroller's Office. The current report, attached as "Exhibit A", reflects revenues <br />in the fund as of September 30, 2025. Ms. Harris noted that while the fund has since received its <br />tax revenues for fiscal year 2025/2026, those amounts are not included in the report because they <br />were received after the close of the fiscal year. <br />Ms. Harris stated that if the Board approves the annual report, it will be submitted to City Council <br />for approval, and upon City Council approval, she will file the report with the Comptroller's Office <br />through the online reporting portal. She also noted that certain discrepancies in the report are <br />attributable to accrued interest. <br />Mr. Mathieu requested clarification regarding some of the account figures. Ms. Harris responded <br />that an amended report could be filed at a later date if necessary. <br />Page I of 3 <br />
