08/17/2026 MinutesMINUTES OF THE BUILDING AND STANDARDS COMMISSION MEETING OF THE CITY OF PARIS, TEXAS August 17th, 2026 The Building and Standards Commission of the City of Paris met for a regular session at 3:00 p.m. on Monday, August 17th, 2026, at the City of Paris Council Chambers, 107 E. Kaufman St., Paris, TX 75460. Present: Board Members: Sharon Schneider AW "Plug" Clem Jerry Williams Sandra Carrell Morgan Cline Walt Irwin Angie Briscoe City Representatives: Jacie Brown — Code Enforcement Melissa Shaffer — Code Enforcement Elisabeth Payne — Code Enforcement Nicki Brown — Code Enforcement Supervisor Michael Smith — Chief Operating Officer/Public Works Director Rose Beverly — City Manager Cade Oats — Fire Marshal Stephanie Harris— City Attorney Call meeting to order. Morgan Cline, called the meeting to order at 3:00 p.m. 2. Appoint Chairman, Vice Chairman, and Secretary. A Motion was made by Angie Briscoe to appoint Morgan Cline Madam Chair, seconded by Walt Irwin. Motion carried unanimously. 7 - 0 A Motion was made by Morgan Cline to appoint Angie Briscoe Madam Vice Chair, seconded by Jerry Williams. Motion carried unanimously. 7 - 0 A Motion was made by Jerry Williams to appoint AW "Plug" Clem Secretary, seconded by Sandra Carrell. Motion carried unanimously. 7 - 0 Approve minutes from the meeting of June 15, 2026. A Motion was made by Angie Briscoe to approve minutes, seconded by Walt Irwin. Motion carried unanimously. 7 — 0 4. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Chapter 4, Article 4.03 entitled "Substandard and Dangerous Buildings and Structures;" Chapter 7, Article 7.04 entitled "Weeds, Junk, and Other Objectionable, Unsightly, or Unsanitary Matter on Private Premises;" Chapter 8, Article 8.10 entitled **Outdoor Storage;" Code of Ordinances of the City of Paris, Paris, TX. Building and Standards Meeting August 17, 2026 Page 2 A. 1210 17"' NE; Willshire Addition, Block A, Lot 15 Owner: Charles Frieson ET AL and Others; 1301 19th St NW, Paris, Texas 75460 Nicki Brown stated the structure has severe fire damage from March 2026, a hole in the roof and junk and rubbish throughout the property. There was a discussion regarding fire, contact with owner and if there was insurance at the time of the fire. Nicki Brown's recommendation: Declare a nuisance, demolish structure, remove junk and rubbish, and vacate structure within 30 days or the city has the right to do so. Motion made by Wait Irwin, seconded by Sandra Carrell to follow staff recommendation. Motion carried unanimously. 7 - 0 B. 910 W Cherry; City of Paris, Block 83, Lot 36 Owner: Thomas Celestine C/O Rita C. Dixon; PLLC 8700 Stonebrook Parkway, Box 1996 Frisco, Texas 75034 Nicki Brown stated the structure has a hole in the roof, missing and deteriorated wood, rear addition separating/sinking, junk and rubbish throughout property. Nicki Brown's recommendation: Declare a nuisance, demolish structure, remove junk and rubbish, and vacate structure within 30 days or the city has the right to do so. Motion made by Sandra Carrell, seconded by Angie Briscoe, to follow staff recommendation. Motion carried unanimously. 7 - 0 C. 514 NW 7t"; Hayes Addition, Block 1, Lot 27 Owner: Haral Easter; 2775 401h St SE, Paris, Texas 75462 Nicki Brown stated the structure has a roof that is collapsing, unsecure, hole in roof, water damage, missing and deteriorated ceiling tiles, junk and rubbish throughout property. There was a discussion with Stephanie Harris regarding tax information not being relevant to declaring a property a nuisance. Nicki Brown's recommendation: Declare a nuisance, demolish structure, remove junk and rubbish, and vacate structure within 30 days or the city has the right to do so. Motion made by Angie Briscoe, seconded by Sandra Carrell, to follow staff recommendation. Motion carried unanimously. 7 — 0 5. Adjournment.
