MINUTES OF THE BOARD OF ADIUSTMENT MEETING
OF THE CITY OF PARIS9 TEXAS
MARCH 3, 2026
The Board of Adjustment of the City of Paris met for a regular session at 12 p.m. on March
3, 2026, at the City of Paris- City Hall, Council Chambers located at 107 E Kaufman St.
Present-, Board Members.- David Hamilton, Harley Draven, Bill Sanders, Ben
Vaughan and Richard Thompson.
City Representative: Osei Amo-Mensah, Stephanie Harris and Rose
Beverly.
Absent:
1. The Board ofAdjustment meeting was called to order by David Hamilton, at 12: 00 p. m.
2. Approval of minutesfrom previous meeting. (January 6, 2026)
Motion was made by Harley Draven, seconded by Bill Sanders to approve minutes for the
January 6, 2026 meeting. Motion carried 5 ayes — 0 nays.
3. Public hearing to consider and take action e petition ofMark Cunningham
regarding variances to the City ofParis Area Regulations, Section 9-102(l) on Lots 13
and 14, Block D, of Stone Ridge Phase 12 being located at Pt ofParcel 402032.
* 27,365SF (63acre) variances to the minimum required 1.5 acre (65,340SF) lot
sizes in SF -1.
David Hamilton opened the public hearing.
Director of Planning and Zoning, Osei Amo-Mensah presented the case to the board and
gave City recommendation.
There was discussion amongst the board and city staff about the minimum lot dimensions
and size.
Mr. Hamilton made note that there was no input received in favor or against the requests.
No one else spoke in favor or opposition of the request.
Motion was made by Richard Thompson, seconded by Harley Draven to approve the
variances to the City of Paris Area Regulations, Section 9-102(l) based on the following
findings. Motion carried 5 ayes - 0 nays.

1. The proposed lots 13 and 14 are platted.
2. The request is to reduce two (2) separate lot areas of 37,975 SF each in lieu of required
65�340 SF each. The current land configuration of lots 13 and 14 are part of Block D of
Stone Ridge Phase 12 that is a larger parcel, LCAD No. 402032. Although the requested

variances will create smaller lot sizes than what is required

district, all other requirements can be met. The applicant can meet the maximum percentage
of lot area which may be covered by building structure of 15%. He is requesting a lot area
variance of 27,365SF each. Moreover, some other lot areas within the vicinity also do not
meet the minimum lot size of 65,340SF. The proposed lots meet all the other zoning
requirements.
3. Consistently, apart from the Zoning Ordinance 1710 Section 9-102. (1) that refers to lot
area size, the proposed lots meet the minimum required length, width, front, rear and side
yards setback per the code. The request, if approved, will be in harmony with the general
purposes and 'intent of area regulations for residential buildings and lot regulations in
Single -Family Dwelling -(SF -1) District contained in and will protect the character of the
immediate vicinity of the area.
4. There are no special or unique condition(s) of restricted area, that exists on the subject
parcel of land that causes unusual and practical difficulty or unnecessary hardship in
compliance with the provisions sought here to be varied, other than allow the stormwater
to transitioncorner to the ROW curb and cutter at the next coer to connect to 47th Street as a
collector street. irrespectively.
5. The hardship sought to be avoided is not necessarily the result of (a) the applicant's own
actions (self-imposed or self-created) because some other properties enjoy same lot area
within the vicinity and may cause (b) economic or financial "hardship" should the
application be denied.
6. The provision of the ordinance regulation that is sought to be varied, will deprive the
applicant of reasonable rights to use property that are commonly enjoyed by other

properties such as lot area variance in the Single -Family Dwelling (SF -1) Zon'ng District
which are required to comply with'these same ordinance provisions.
