06-D Vital Statistics Fees
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY
OF PARIS, BE AMENDED BY REVISING SUBPARAGRAPH (f) OF
SECTION 17-5 OF SAID CODE; PROVIDING FORAN INCREASE IN FEES
UPON ISSUANCE OF THE RECORD, INCLUDING BIRTH, DEATH, AND
FETAL DEATH RECORDS, IN ACCORDANCE WITH THE TEXAS
ADMINISTRATIVE CODE TITLE 25 CHAPTER 181 WHICH AMENDED
THE HEALTH AND SAFETY CODE, SECTION 191.0045; REPEALING ALL
ORDINANCES ORP ARTS OF ORDINANCES IN CONFLICT HEREWITH;
AND DECLARING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF P ARIS, PARIS,
TEXAS:
Section 1. That subparagraph (0 of Section 17-5 of the Code of Ordinances of the City of
Paris, Paris, Texas, be, and the same is hereby, amended so that such shall read as follows:
"Sec. 17-5. Registrar of vital statistics.
"
"(0 The registrar of vital statistics is authorized and directed to furnish, upon
request, to any qualified applicant, a certified copy of a death certificate, recorded as
provided in this section, for which a fee of twenty-one dollars ($21.00) will be
charged for the first or only copy requested, and four dollars ($4.00) for each
additional certified copy of the same record requested in the same request. The fee
for a certified copy of a birth record shall be twenty-one dollars ($21.00), plus a two
dollar ($2.00) surcharge, for a total of twenty-three dollars ($23.00). The fee for a
wallet-sized certification of birth shall be twenty-one dollars ($21.00), plus a two
dollar ($2.00) surcharge, for a total of twenty-three dollars (23.00). Such certified
copy shall be issued in only such form as approved by the state department of health,
and receipts shall be made by the registrar and issued to the applicant upon receipt
of forms furnished and provided by the City. When a search of birth or death records
is requested, a search fee often dollars ($10.00) will be charged for death certificates
and a search fee of ten dollars ($10.00), plus a two dollar ($2.00) surcharge, for a
total of twelve dollars ($12.00), will be charged for birth certificates. If the birth or
death record is found and a copy purchased, then the search fee shall not be assessed.

Section 2. That all ordinances or parts of ordinances in conflict herewith are hereby
expressly repealed.
Section 3. That this ordinance shall become effective on December 1, 2005.

SUBJECT: Fee Increases
The Texas Department of State Health Services has officially amended Texas Administrative Code
Title 25 Chapter 181 chaIlging the fee Texas Vital Statistics charges for the following search and
issuance of vital records:
Birth search and certificate
Heirloom birth certificate
Death search and first certificate
Additional death certificates ordered at the same time
Marriage and Divorce search and verification
Commemorative wedding certificate (new product)
$22.00 each

The new fees become effective December 1,2005. As required by Texas Health and Safety Code
Chapter 191.0045 local registrars must charge the same fees as charged by the state office.
Local registrars and county clerks may collect a fee not to exceed $1.00 for the preservation of vital
statistics records under Texas Health and Safety Code 191.004(h). This fee is collected by the registrar
on the issuance of a vital statistics record. This dedicated preservation fee may be in addition to the
$22.00, $20.00 or $3.00 fee per certificate.
