6. Consideration of and action on the following ordinances:
A. Providing that the Code of Ordinances of the City of Paris be amended
by revising the Traffic Control Map adopted in paragraph (b) of Section
31-65 of said Code to designate four-way stop signs located at the
intersection of Clark Lane and Johnson Woods Drive.

B. Establishing a new Special Services Department in the City of Paris.
C. Providing that the Code of Ordinances of the City of Paris, Paris, Texas,
be amended by revising Sections 28-1, 28-8, 28-9, and 28-37, by
repealing Section 28-21 and adopting a new Section 28-21, and by
adopting new Sections 28-22 and 28-23 to said Code; providing for
revised and expanded definitions; providing for regulation of sign
placement locations; providing for the prohibition of certain kinds and
sizes of signs; providing a procedure for removing non-conforming
abandoned, obsolete, nuisance, or otherwise unlawful signs; and
providing exceptions to permitting requirements.
D. Amending the Code of Ordinances of the City of Paris by revising
Subparagraph (f) of Section 17-5 of said code, providing for an increase
in fees upon issuance of the record, including birth, death, and fetal
death records, in accordance with the Texas Administrative Code Title
25 Chapter 181 which amended the Health and Safety Code, Section
191.0045.
7. Consideration of and action on the following resolutions:
A. Approving Cities Aggregation Power Project's Letter of Intent to enter
into negotiations for a Capacity Contract with the owner of coal
(including Texas Lignite) generation to supply the base load electric
power needs (approximately 55%-60% of total energy needs) forCAPP
members over a ten-year period.
B. Approving and adopting Guidelines and Criteria for Tax Abatements.
C. Setting a public hearing to consider a request for water service to the
area bounded on the South by Highway 271, on the North by the North
Boundary Line of Lot 2, City Block 347, on the East by the East
Boundary Line of a private road being a part of 42nd Street S.E., also
being the West Boundary Line of City Block 353, and on the West by Lot
2, City Block 347, which could be best served by a pro rata water
extension beginning at the North Boundary Line of Highway 271 going
North across said Lot 2 a distance of approximately 900 feet to an
existing main.
D. Approving and authorizing the execution of a new Lease Agreement
with Paris Gun Club, Inc. for property located at Lake Crook.

E. Approving and authorizing the execution of a Lease Agreement
between The Greater Paris Development Foundation and the City of
Paris for the maintenance of Trail de Paris to the City of Paris.
F. Casting the City's ballots for a member to the Board of Directors of the
Lamar County Appraisal District.
G. Approving the contract with the Chamber of Commerce of Lamar
County, Inc. to maintain the Visitors & Convention Council for the
purpose of managing the Municipal Hotel Occupancy Tax Fund to
promote tourism and the convention and hotel industry in the City of
Paris.
H. Authorizing the execution of a Tax Sale Deed conveying Lot 2, City
Block 251-A located at 454 West Henderson to the City of Paris.
I. Approving and authorizing the execution of a Water Service Contract
by and between the City of Paris and Tenaska III Texas Partners, a
Texas General Partnership.
J. Approving Change Order No. One to contract for construction of the
new Paris Police & Courts Facility.
K. Declaring certain utility easements of no use to the City of Paris and
Authorizing the execution of Abandonment of Utility Easements upon
portions of Lots 1, 2, and 3, Block A of the Woodcastle Addition of the
City of Paris on property belonging to Glen Smallwood as consideration
for needed drainage easement across a portion of property belonging
to Mr. Smallwood which is Parcel #14 of the 24th Street Drainage
Project.
8. Citizens Forum.
(Citizens desiring to appear under this item must limit their presentation to
two (2) minutes in duration. Under the Open Meetings Law, because advance
notice of the subject matter of each presentation was not received in time to
appear on the agenda, City Council is limited in its response to referring the
matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City and individual personnel
appeals are not appropriate for Citizens Forum).
9. Discuss and consider possible senior citizen tax relief.
