04-A Historic Pres Com Min 11-28-05 MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1ST STREET S.E. PARIS. TEXAS MONDAY. NOVEMBER 28. 2005 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A. The following members were present: Barbara Wilson, Vice Chairman Jerry Raper Paul Denney Sue Lancaster Ann Rogers, Secretary Alternate: Claudia Hunt The following members were absent: Alternates: Brian Wear Becki Norment B. Also present were Lisa Wright, Historic Preservation Officer; Bethany Golden, Main Street Coordinator; Charles Richards, The Paris News; and Suzy Harper. 2. Approve minutes from previous meetings. Motion to approve the minutes as amended from the November 9, 2005, meeting was made by Sue Lancaster, seconded by Barbara Wilson. Motion carried 7-0. 3. Consideration of and action on the following Certificates of Appropriateness: A. 28 ~ Plaza. Michelle's Craft Supplies by Alex Pickering, Designated Agent. Alex Pickering stated that the colors presented were the same as ones previously approved with a red band. The border will be a gold leaf with scroll work. Motion was made to approved the COA by Barbara Wilson, seconded by Sue Lancaster. Motion carried 7-0. B. 574 Church Street · Kelly and Melissa Wickersham. Melissa Wickersham wants to replace wood balcony rail and column with wrought iron. The bottom columns were set too far back. Mr. Starrett advised Ms. Wickersham that all residences in the Church/South Main - . r . Historic District use SOl standards for rehabilitation. Mr. Starrett stated that the Board is hard-pressed to consider the application for a of certificate of appropriateness because the alterations are not minor and not ordinary maintenance. The proposed application would be changing the architectural style of the building; therefore, the application could not be honored. However, Mr. Starrett stated that he would be glad to look at other proposals if the other Board members feel the same as he does. With the proposed changes, six standards are violated. Motion was made to deny the COA by Jerry Raper, seconded by Barbara Wilson. Motion carried 6-1. Arvin Starrett advised Ms. Wickersham that she could appeal to the City Councilor come back before the Historic Commission with a different plan. Ms. Wickersham was advised that Paul Denney could offer suggestions on structural materials. ----- CONSENT AGENDA ----- [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to aI/ items appearing on said agenda. Discussion of and possible action regarding the fol/owing structures considered by code inspectors to be in violation of Article 11/ of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled IISubstandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 1030 Park Street B. 1025 Park Street C. 1231 5th Street N. Motion carried 7-0. Motion to pull 4.0 from the list and hold for 90 days was made by Paul Denney, seconded by Sue Lancaster because there may be an opportunity to move to historic site. Motion carried 7-0. Motion to pull 4.R from the list was made by Paul Denney, seconded by ..- .....r Claudia Hunt, and the City will seek an administrative search warrant. Motion carried 7-0. Motion was made by Sue Lancaster, seconded by Paul Denney, for others to be referred to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 7-0. 5. Discussion of and possible action on the grand opening ceremony for the new City Council Chambers. According to the newspaper, the ribbon cutting and open house will be December 2, 2005, at 5:00 p.m.; however, the Commission requested that the ribbon cutting be moved back. Since Paul Denney will be out of town on certain dates, December 9 was selected. 6. Discussion of and possible action on appointing a Pocket Park Fund-raising Committee. Arvin Starrett stated that Historic Preservation Board members should not act as fund raising committee. Main Street could be in charge of the fund raiser and select a couple of members from HPC to assist. 7. Receipt of report from the Historic Preservation Officer. The HPO handed out the attached report. 8. Request items from Board for future agendas. None. 9. The meeting adjourned at 4:35 p.m. APPROVED THIS 14TH DAY OF DECEMBER, 2005.
