MINUTES OF THE REGULAR MEETING OF THE PLANNING AND
ZONING COMMISSION
JANUARY 3, 2006
The Planning and Zoning Commission met Tuesday, January 3, 2006, 5:30,
City of Paris, City Hall, Council Chambers, 107 E. Kaufman, Paris, Texas
with the following members present:
1. Marshall Kent
2. Benny Plata
3. Carl Lucas
4. Brad Archer
5. Bobby Myers
6. Richard Hunt
Lisa Wright, Director of Community Development, was also present.
1. The meeting was called to order by Marshall Kent.
2. Approval of minutes from previous meetings. (December 5, 2005,
regular meeting). Motion was made to approve the minutes by Brad
Archer, seconded by Bobby Myers. Motion carried by a vote of 6
ayes and 0 nays.
3. Public Hearing to consider the petition of Gracie Johnson for a
change in zoning from a One-Family Dwelling District No.3 (SF-3)
to a One-Family Dwelling District No.3 (SF-3) With Specific Use
Permit (39) Mobile Home on Lot S 93' of 2 & 3, Block 1 of the
Pickard Addition, being number 761 Wood Street.
Lisa Wright explained that the City Council referred this item back
to the Planning and Zoning Commission for reconsideration.
There was no one present to speak in favor of the petition.
Carl Lucas stated that since Council referred this item back to
Planning and Zoning, he drove by the location and there are many
well-kept frame homes in the area. Even if the petitioner were at the
meeting, he would be compelled to deny because of the situation in the

neighborhood.
Gracie Johnson, 740 Martin Luther King Drive, arrived late. Ms.
Johnson stated that she would like to put a mobile home in with
underpinning and porches. She will fix it up to look new. She wants
to put the mobile home in for her sister to be able to live close to her.
She advised that the mobile home was an older model home.
There was no opposition, and the public hearing was declared closed.
Carl Lucas restated what he had said earlier. He also stated there is
only one mobile home in a 2 ~ block radius.
4. Consideration of and action on the petition of Gracie Johnson for a
change in zoning from a One-Family Dwelling District No.3 (SF-3)
to a One-Family Dwelling District No.3 (SF-3) With Specific Use
Permit (39) Mobile Home on Lot S 93' of 2 & 3, Block 1 of the
Pickard Addition, being number 761 Wood Street.
Motion was made to deny by Carl Lucas, seconded by Reeves Hayter.
Motion carried by a vote of 6 ayes and 0 nays.
5. Consideration of and action on the Preliminary Plat, Park Place
Center, being number 3235 Loop 286 NE.
Motion was made to approve the Preliminary Plat by Bobby Myers,
seconded by Benny Plata, subject to the City Engineer's memo dated
December 27, 2005.
6. Discussion of and possible action on a recommendation to the City
Council to amend Zoning Ordinance No. 1710 with regard to
manufactured housing.
Carl Lucas stated that the sample ordinance provided was a very

good start. Brad Archer requested that Lisa Wright research other
cities to see what they do with regard to underpinning requirements
and screening. The Commission requested to look at this again in
February with the additional information.
Motion was made to table Items 6, 7, and 8 by Carl Lucas, seconded
by Benny Plata. Motion carried 6-0.
7. Discussion of and possible action on a recommendation to the City
Council to amend Zoning Ordinance No. 1710 with regard to travel
trailer campgrounds.

8. Consideration of and possible action on amendments to the Future
Land Use Map, which is a part of the Comprehensive Plan, as it
relates to the southeast quadrant of Paris.
