ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, PURSUANT TO CHAPTER 7 OF THE CITY CHARTER
AND SECTION 42.023 OF THE TEXAS LOCAL GOVERNMENT CODE,
RELEASING A PORTION OF THE EXTRATERRITORIAL JURISDICTION
OF THE CITY OF PARIS, LAMAR COUNTY, TEXAS, THE SAME BEING
A 6.678 ACRE TRACT OF LAND AT THE NORTHWEST CORNER
OF HIGHWAY 82 EAST AND MANSFIELD ROAD, FORMING A PORTION
OF THE CURRENT OUTER BOUNDARIES OF THE CITY LIMITS OF
THE CITY OF PARIS, IN RESPONSE TO A PETITION FOR SUCH
RELEASE OF EXTRATERRITORIAL JURISDICTION FILED BY DONALD
A. LEWIS, JR., MICHAEL LEWIS, RANDALL S. LEWIS, AND DEREK
LEWIS, PROPERTY OWNERS; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, Section 42.023 of the Texas Local Government Code authorizes the reduction
of the extraterritorial jurisdiction of the City of Paris by formal action of its governing body, subject
to the laws of this state; and,
WHEREAS, Donald A. Lewis, Jr., Michael Lewis, Randall S. Lewis, and Derek Lewis,
property owners, have petitioned the City of Paris to reduce its extraterritorial jurisdiction by
releasing property owned by the Lewis family; and,
WHEREAS, the purpose of the aforesaid release of the extraterritorial jurisdiction is to
accompany formal disannexation of the same property by the City of Paris, to enable the Lewis
family to obtain sewer service from the City of Reno, Texas, by formal annexation to the City of
Reno; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That the City Council does hereby in all things grant and approve a petition
seeking relinquishment of extraterritorial jurisdiction, a copy of which is attached hereto and for all
purposes incorporated herein as Exhibit A, filed by Donald A. Lewis, Jr. , Michael Lewis, Randall
S. Lewis, and Derek Lewis, who are at the same time seeking the disannexation of certain property
owned by the Lewis family, as such property for which relinquishment of extraterritorial jurisdiction
is sought is described in Exhibit B attached hereto and for all purposes incorporated herein.

Section 3. That the property described in Exhibit B is hereby released from the
extraterritorial jurisdiction of the City of Paris, Lamar County, Texas, and that the boundary limits
ofthe extraterritorial jurisdiction of the City of Paris be, and the same are hereby reduced to release
the above-described territory from the extraterritorial jurisdiction of said City.
Section 4. That from and after the date of final adoption of this ordinance, the extraterritorial
boundaries of the City of Paris, as the same appear in any and all official documents, maps, or other
renderings, shall be and are hereby adjusted to reflect new extraterritorial jurisdictional boundaries
revised to show the omission of the property described in Exhibit B hereto.
Section 5. That this ordinance shall be effective on March I, 2006.

Re: Application for Disannexation
To the Council:
Prior to the City's annexation of properties in the ETJ, we
were approached by a developer wanting to purchase some of our
property to extend development of Pine Valley. One of the
conditions of the sale was the property must be in Reno for water
and sewage services. We petitioned the City of Paris to allow us to
annex a portion of our property to Reno to accommodate this offer.
We were told this would be no problem if we could provide the
City with a deed and a development plan. We complied with the
request.
At this time, the City informed us of anticipated disputes over
land they were in the process of annexing from the ETJ. We were
asked to put our annexation request on hold until all litigation was
final at which time our request would be granted. We agreed in
good faith to cooperate with the City on this matter. After all
litigation was settled, we petitioned Reno for annexation which
was granted; however, the City Manager and City Attorney of that
time blocked the release of our land to Reno reneging on the City's
agreement with us.
Since the City has no plan to provide the necessary water and
sewage services to this property, we respectfully request that you
honor the original corn..~itment to us by releasing the annexation of
this property. We thank you for your service to this community and
for your consideration.
