<br />SPECIAL WORK SESSION MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />February 6, 2006 <br /> <br />1. The City Council of the City of Paris met for a special work session at 6:00 P. M. <br />Monday, February 6, 2006, at the City Council Chamber, 107 E. Kaufman, Paris, <br />Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Curtis Fendley <br /> <br />Council Members: Tim Ray; Richard Manning, Mayor Pro <br />Tern; Karen Wilkerson; Rick Poston; and <br />Don Wilson <br /> <br />City Staff: <br /> <br />Tony N. Williams, City Manager; and <br />Janice Ellis, City Clerk <br /> <br />Absent: <br /> <br />Council Members: Mary Ann Fisher <br /> <br />City Staff: <br /> <br />John Lestock, Assistant City Attorney <br /> <br />1. Mayor Fendley called the meeting to order. <br /> <br />2. Discussion regarding health insurance. <br /> <br />Susan Smith, Executive Director of the group insurance program of the Texas <br />Municipal League, gave a Healthcare Overview for the City of Paris. The period covered <br />was May 2005, through December 2005. Ms. Smith's preseptation covered the factors <br />driving costs, healthcare benefit trends, cost projection analysis, the concept of healthy <br />initiatives, [mancial service initiatives for employees, prescription costs, retiree and cobra <br />costs, as well as the three catastrophic claims the City had in the last year. Ms. Smith stated <br />that the three catastrophic claims resulted in a bad history, thus causing higher rates. <br /> <br />Tony said we need to look at our options, because the rates outlined were too <br />expenSIve. <br /> <br />Susan Smith said that calculations had been figured without the reimbursement from <br />the reinsurer on the three claims. Ms. Smith said she could recalculate including the <br />projected reimbursement, as well as provide figures for different options. She told Council <br />that she would get back with staff. <br /> <br />Tony reiterated that we need to look at all options. <br /> <br />> - T <br />
