03-B Historic Pres Com Min 02-08-06 MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL - COUNCIL CHAMBERS 107 E. KAUFMAN PARIS. TEXAS WEDNESDAY. FEBRUARY 8.2006 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 12:00 P.M. A. The following members were present: Barbara Wilson, Vice Chairman Sue Lancaster Jerry Raper Claudia Hunt Alternate: Becki Norment The following members were absent: Ann Rogers, Secretary Paul Denney Alternate: Brian Wear B. Also present were Lisa Wright, Historic Preservation Officer; and Bethany Golden, Main Street Coordinator/Asst. HPO. 2. Approve minutes from previous meetings. Motion to approve the minutes as presented from the January 11, 2006, and January 18, 2006, meetings was made by Jerry Raper, seconded by Sue Lancaster. Motion carried 6-0. 3. Consideration of and action on the following Certificates of Appropriateness: A. 574 Church Street - Kelly and Melissa Wickersham. This item was tabled at the January 18, 2006, special meeting. Motion was made to remove from the table by Barbara Wilson, seconded by Jerry Raper. Motion carried 6-0. Kelly Wickersham addressed the Commission and stated he only had a couple of questions. He asked if his house could be leveled and a pharmacy put in its place. Arvin Starrett stated that the property is not zoned for retail, so no it could. Mr. Wickersham asked if, hypothetically, the property were zoned for it, could a pharmacy be built there and the house torn down. Chairman Starrett stated that there is _."..'..__.... ,e'''' within the ordinance a section on demolition, and if the owner of a property can prove that, with a regard to a historic building, if the cost for its rehabilitation and renovation is greater than the value of the building or the income that the building can produce following its renovation, the building can be demolished. Kelly Wickersham asked if wood pillars could be replaced with masonry, and Chairman Starrett said no, not according to 501 Standards. Mr. Wickersham then asked if covering brick pillars with plaster is acceptable according to SOl Standards, and Chairman Starrett stated that, if the brick pillars were original, the answer would be no. Mr. Wickersham said he had nothing further to add, and no new information was presented with regard to the application. Arvin stated that, on the 18th of January, there was a motion that this particular proposal was, in effect, not appropriate according to the Secretary of Interior Standards, Numbers 1, 2, 3, 4, 5, and 6. He asked for a motion to reaffirm that decision. Motion was made by Barbara Wilson, seconded by Jerry Raper. Motion carried 6-0. Motion was made to deny the COA by Jerry Raper, seconded by Sue Lancaster. Motion carried 6-0. B. 260 S. Main Street - Kenneth Kammer. Motion to approve the COA was made by Becki Norment, seconded by Sue Lancaster. Motion carried 6-0. C. 208 S. Main Street - Pat Crabtree. Motion was made to recuse Jerry Raper by Barbara Wilson, seconded by Becki Norment. Motion carried 5-0. Jerry Raper advised that Mr. Crabtree wants to (1) paint underneath the canopy either a flat black or dark brown to conceal the beams, (2) install a canopy over the new door and renovated garage doors - he advised that at one time there was a canopy over the new door, (3) cover the new fence blocks with stucco to be painted white, and (4) place signage in the windows. Arvin Starrett stated that he had contacted the Texas Historical Commission, and that they recommended cutting the long awning into two separate awnings and installing them the recessed area inside the bay opening and attach it to the new wood instead of damaging the historic materials on the building. This was, there would be two separate large awnings, one over each of the bay windows. Jerry Raper said that could be done. T Barbara Wilson made the motion to approve the COA as amended, seconded by Claudia Hunt. Motion carried 5-0. (1) Consideration of and action on awarding a canopy grant for this project. The grant would help with the cost of installation and the cutting down of the canopies. Motion was made to approve by Sue Lancaster, seconded by Claudia Hunt. Motion carried 5-0. Motion was made by Becki Norment, seconded by Barbara Wilson for Jerry Raper to return to the meeting. Motion carried 5-0. 4. Consideration of and action on declaring the sky sign located at 115 S. Main Street as a historically significant sign. Arvin Starrett stated that the sky sign is allowed under the current ordinance. Although the sign structure is historic, the verbage on the sign is not because it has been changed. If the sign is declared historic, then the verbage would be included as part of that declaration and it would have to go before the City Council for approval as historic. It would also negate a vote on the Certificate of Appropriateness until the Council could act, meaning the verbage could not be removed from the sign face. Motion was made to recuse Becki Norment by Barbara Wilson, seconded by Sue Lancaster. Motion carried 5-0. Because of the verbage, Chairman Starrett called for a motion that the sign is not a historic sign so that the current verbage could be altered. Motion was made by Barbara Wilson, seconded by Jerry Raper. Motion carried 5-0. 5. Consideration of and action on the following Certificate of Appropriateness: A. 115 S. Main Street - Becki Norment. Becki Norment is proposing to paint the face of the sign beige. Motion was made to approve the COA by Barbara Wilson, seconded by Jerry Raper. Motion carried 5-0. Becki was advised she would need to come back before the Commission when the space is rented out with a logo or copy of what will be on the sign. Motion was made by Barbara Wilson, seconded by Sue Lancaster for Becki Norment to return to the meeting. Motion carried 5-0. 6. Receipt of report from the Historic Preservation Officer. Lisa Wright handed out the attached report. 7. Request items from Board for future agendas. The Commission asked when the street signs would be installed. About mid-December, the owner made personal contact and advised he would submit a written repair schedule by the end of December. Mr. Hoskins delivered a schedule on January 25. He lans to comolete the roof reoair bv March I am currently working with the Municipal Court Prosecutor to draw up a procedure for actions on COA violations.
