1994-022-RES WHEREAS, OFFICE OF THE GOVERNOR OF STATE OF TEXAS THROUGH JUSTICE DIVISION IS OFFERING GRANT
RESOLUTION NO. 94J22
WHEREAS, the Office of the Governor of the State of Texas, through its Criminal
Justice Division is offering grant assistance in the amount of $9,075.00 for the purpose of crime
prevention; and,
WHEREAS, the City Council of the City of Paris deems it to be in the best interest of
the citizens of Paris to seek such assistance in said project; and,
WHEREAS, the Paris Police Department has planned a crime prevention program
requiring total funding in the amount of $45,381.00; and,
WHEREAS, the City of Paris has available for the Paris Police Department crime
prevention program $36,306.00, which combined with the grant assistance available would fund
the total crime prevention program; and,
WHEREAS, the City Manager of the City of Paris did heretofore execute the application
for said Crime Prevention Program/5 Grant on January 28, 1994, which execution should be in
all things ratified; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That an application be made to the Office of the Governor of the State of Texas,
Criminal Justice Division for a Crime Prevention Program/5 grant in the approximate amount
of $36,306.00.
2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby
appointed as the Authorized Official of said project and the execution of the application for said
grant in the form attached hereto as Exhibit A on the 28th day of January, 1994, is hereby
ratified.
3. That Karl Louis, be, and he is hereby appointed as Project Director and is hereby
authorized to execute and deliver on behalf of the City of Paris all reports, communications,
assurances and documents necessary for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and he is hereby authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds for
purposes of crime prevention.

Program Narrative
1. Problem Statement (See Instructions on pages' 3a and 13b.)
Beginning in the spring of 1991, The City of Paris began to
experience some gang related activity. As a result of all of this,
all aspects of our loc?l crime rate began to escalate rapidly.
Some of the violent crimes have been directly related to the gang
activity as well as the increase in the other areas of crime such
as the thefts and burglaries. All of this also ties into the drug
traffic than is largely lead by the gangs. Therefore, the victims
of these crimes and the citizens of our co~~unity are continually
at a higher risk of injury and have become extremely concerned
and fearful of the growing possibility of becoming a victim of
a violent crime in their own homes.
The areas of which this crime,prevention grant will apply are
in the City of Paris as well as throughout Lamar County. The crime
~revention at the Paris Police Department is the only one that
serves this area. We also get reguest to serve co~ounities in Red
River County as well. Red River and Lamar Counties are directly
between Texarkana to the east and the Sherman/Denison area to
the west. Both counties border Oklahoma. This fact alone has caused
our community some problems in that Hugo and Idabel Oklahoma have
an even worse gang problem than we do in Paris. We have been able
to document some problems from the overflow from gangs in those
areas into oUr area.
There are several other programs that the city of Paris has
committed to in order to address these problem areas. The Police
Athletic League of Paris is one that provides an alternative to
young people that roam the streets by providing individual sport
activities. We are also into our third year or a D.A.R.E. program.

In 1991, the crime rate rose a staggering 22.2%. There was an lncrease
or 742 class I crimes..
In 1992, the crime rate dropped 17.4% ~it~ the aid of this crime
prevention grant. There was a decrease of 713 class I crimes. That
crime rate put on the roar back to a crime rate in 1990.
In 1993, the crime rate in the City or Paris rose. a moderate
0.8%. There was an increase or only 26 class I crimes. I believe
that these figures that the crime prevention ~rogran in our department
is a very successful program. With the support of this last year
or eligible funding, the city will have had the opportunity to
complete it's five year plan.

Since this is our fifth and final crime prevention grant, we
feit as though we have a good idea of the types of programs that
work in our community. It is our continued goal to to increase
our communities ability to prevent crime. To continue ~o educate
the citizens of Paris and Lamar Count~ to be able to protect themselves
from .crime and to advocate those students in crime prevention.
By continuing to do this, our community will continue to unite
and work together to fight crime.
There are over ~5,OOO people in the Paris/Lamar County area.
The continued education of these peo?le to protect themselves will
enable the crime rate to lower.
The lone crime'orevention officer for the citv of Paris and
Lamar County is a certified crime prevention practitioner as well
as a home and commercial security inspector. He has almost ten
years of law enforcement experience with almost five of those years
in crime orevention. He is also the local crime stopoers coordinator

as well as the public information officer. By being in these positions,
the public has learned to know and trust him and therefore do not
hesitate to call him with a problem or to ask for a crime prevention
. . .
,service. There are no other law enforcement agencies in this area
that have a crime prevention program. Therefore, we have many request
to do programs outside the city limits of Paris.
The programs that we use in our unit/are not new. However, the
programs that we do have have been very successful. Neighborhood
crime watch programs have been established in all different types
of areas in the city and county. These areas range from the most
~legant n~ighborhoods to the low income projects. The Paris Police
Department holds annual in service training which includes culture
awareness ~raining. We realize that all facets of the community
need this type of information and the better that we understand
the different cultures, the better we can serve the whole community.
4. Proposed .Evaluation Design (See Instructions on pages 13a and 13b.)
The crime prevention officer keeps records as to how many programs
that ~re done for the public. Not only how many, bu~ what types,
how many people were presented to, the number of crime prevention
hand out materials were distributed, as well as the geographic
area. In addition to these records, the city police department
keeps very detailed records as to the tr~nds in the types of crimes
as well as the actual crime rate from month to month and year to
year.
The City of Paris is dedicated to having a crime prevention
unit. This is the fifth of a five year program. Without the assistance
that this grant has provided, the citizens of Paris would certainlv

not have had the bene~its that we have been able to provide for
them. The crime rate has gone down and stabilized in this community
and many people have been saved from being the victim 01 a crime
thanks to the training that this department has been able to provide.
Thank you for your assistance on this last grant and for the past
four years.
